Program Manager III ________________________________________
Position Overview
The Manager, Program/Project III (Program Manager) is responsible for providing senior-level technical and managerial expertise to ensure the successful planning, execution, and delivery of all requirements outlined in the applicable Statement of Work (SOW). This individual serves as the primary point of accountability for program performance, ensuring that all objectives are achieved within scope, schedule, budget, and quality standards while maintaining compliance with all contractual obligations.
Location: Port Hueneme, CA
• Position is on-site
Key Responsibilities
The Program Manager shall perform, at a minimum, the following functions:
Program Management and Execution
• Lead overall program planning, coordination, and execution • Ensure alignment of project activities with contractual requirements and organizational objectives • Oversee program lifecycle activities from initiation through closeout Planning and Control
• Develop and maintain program management plans, schedules, and performance baselines • Implement effective program control processes to track progress and performance Resource Management
• Allocate and manage personnel, materials, and financial resources • Ensure appropriate staffing levels and skill mix to meet program requirements Risk Management
• Identify, assess, and manage program risks • Develop and implement mitigation and corrective action strategies Cost and Budget Management
• Develop Rough Order of Magnitude (ROM) estimates • Manage program budgets and control costs to remain within authorized limits Schedule Management
• Develop and maintain integrated master schedules • Monitor schedule performance and implement corrective actions as needed Performance Monitoring and Reporting
• Track and report program performance metrics • Provide regular status updates to stakeholders Documentation and Deliverables
• Oversee preparation, review, and submission of required documentation • Ensure timely and accurate delivery of all Contract Data Requirements List (CDRL) items Quality Control
• Implement and maintain quality assurance and quality control processes • Ensure deliverables meet contractual and organizational quality standards ________________________________________
Communication and Stakeholder Engagement
• Serve as the primary liaison to the Procuring Contracting Officer (PCO), Contract Specialist (CS), and Contracting Officer’s Representative (COR) • Establish and maintain effective communication channels with all stakeholders • Conduct biweekly contract status meetings addressing: o Contract execution status o Performance risks and issues o Mitigation strategies and corrective actions Required Deliverables
• CDRL A001: Record of Meeting / Minutes Report • CDRL A002: Presentation Materials Minimum Qualifications
• Bachelor’s degree in a relevant field (Master’s preferred) • Minimum of 15 years of progressive program/project management experience • Demonstrated experience managing complex programs of similar size and scope • Strong knowledge of federal contracting environments and compliance requirements • Proven leadership, organizational, and communication skills • Clearance Requirement: Secret Preferred Qualifications
• Project Management Professional (PMP) or equivalent certification • Experience with government or Department of Defense (DoD) contracts • Familiarity with handling Controlled Unclassified Information (CUI) Work Environment
• Work may be performed in an office, remote, or hybrid environment depending on contract requirements • Occasional travel may be required Security and Compliance Requirements
