Job description

Brief Job Description (essential function of the job):

Under the direction of the BERDO Program Manager, the BERDO Analytics Project Manager is responsible for understanding and managing the data systems that support emissions calculations, compliance evaluation, and enforcement. The ideal candidate brings strong communication skills, attention to detail, and a systems-thinking mindset to ensure that BERDO implementation remains transparent, fair, and effective.

The Carbon Neutrality team is responsible for the Environment Department’s work in developing and implementing the City’s greenhouse gas mitigation efforts, specifically in the built environment. 

The BERDO Analytics Project Manager plays a central role in implementing the Building Emissions Reduction and Disclosure Ordinance (BERDO), which aims to reduce emissions across Boston’s largest buildings. This position supports the integrity and effectiveness of BERDO compliance through data-driven project management, emissions analysis, cross-team coordination, and external stakeholder communication.


  • Develop fluency in the BERDO emissions compliance methodologies, including the application of average emissions factors, renewable energy adjustments, building use-type groupings, and residual electricity emissions calculations.
  • Serve as a core resource to external stakeholders by communicating clearly about BERDO, reporting and emissions requirements, compliance pathways and outcomes, and energy data interpretation.
  • Manage the co-development, implementation, and improvement of the technical software systems used to support BERDO reporting and emissions compliance, leveraging these systems for emissions tracking, data validation, and compliance flagging.
  • Manage and improve the internal data quality review process, including identifying irregular submissions, coordinating with technical staff, and flagging buildings for enforcement. Higher workload is expected close to annual reporting deadlines (e.g., May 15 of every year).
  • Collaborate across internal teams, including help desk, policy, communications, community engagement, and enforcement, to troubleshoot systemic issues and improve compliance workflows.
  • Support and maintain emissions compliance datasets and dashboards to identify trends, track compliance status, and recommend process improvements.
  • Coordinate the publication of accurate and useful public data and compliance status information for the annual disclosure (October 1 of every year).
  • Assist in designing communications and technical documentation that improve the understanding of BERDO reporting and emissions compliance requirements for owners and consultants.
  • Translate technical information into accessible insights that can be used by decision-makers, building owners, and community organizations.
  • Supervise junior staff within the Carbon Neutrality team, including BERDO Assistants or equivalent positions as needed.

  • Four (4) years of full-time, or equivalent part-time, experience in environmental science or policy, building science, management, engineering, or a related field. A bachelor's degree in a related field is preferred, and may be substituted for two (2) years of the required experience. A master's degree in a related field may be substituted for three (3) years of the required experience. 
  • Excellent communication skills, including experience working with diverse stakeholders, facilitating cross-functional coordination, and explaining technical topics to non-experts.
  • Strong organizational and project management skills, with attention to detail and the ability to handle multiple tasks.
  • Ability to work effectively as part of a team; experience working on a diverse team.
  • Proficiency with data analysis and visualization tools, including Excel, ArcGIS, Python, R, Apps Script and/or Power BI. 
  • Experience with Energy Star Portfolio Manager, greenhouse gas accounting, or building benchmarking, or Building Performance Standards strongly preferred.
  • Experience with Application Programming Interface (API) processes preferred.
  • Experience with Civis, InvoiceCloud, PeopleSoft, IPS, or similar platforms preferred.
  • Commitment to advancing social justice and equity in the City of Boston to improve the lives of all residents.
  • Knowledge of climate change and energy issues, with a particular understanding of its connection to racial equity, climate justice, and the resident and community health implications, preferred.
