Job description

Job Overview
We are seeking an experienced HR & Payroll Operations Manager to oversee human resources operations, payroll coordination, and recruiting for a growing, multi-state workforce. This role is responsible for managing employee-related processes in coordination with our Professional Employer Organization (PEO), while ensuring compliance with federal, state, and local employment laws.

This position requires a strong understanding of multi-state employment practices, payroll coordination, and HR compliance, along with the ability to support recruiting and workforce planning efforts.

Please note: This is not a siloed role within a large organization; the position requires a hands-on approach across multiple HR and payroll functions in a smaller, growing company.

Work Location: In-person.

Responsibilities

HR Operations & Compliance

  • Manage day-to-day HR functions across a multi-state workforce
  • Ensure compliance with federal, state, and local employment laws and regulations
  • Interpret and administer company policies, handbook, and employment-related documentation
  • Coordinate with PEO on HR processes, compliance, reporting, and employee records
  • Partner with company leadership, legal counsel and the PEO to ensure compliance with employment regulations and provide guidance on HR issues
  • Address and provide guidance for multi-state employment complexities, including employee work locations and job-based workforce environments
  • Proactively identify gaps, inefficiencies, compliance risks, and process bottlenecks, developing practical solutions and implementation plans.
  • Review and administer staffing agency, labor provider, and workforce-related agreements to ensure compliance with company policies, contractual obligations, and applicable federal, state, and local employment laws.
  • Support employee relations, documentation, and internal HR processes

Payroll Coordination

  • Serve as internal point of contact for payroll processing through PEO
  • Review payroll data for accuracy, including hours, classifications, and job locations
  • Coordinate and manage multi-state payroll considerations
  • Assist with payroll reporting, audits, and reconciliations
  • Partner with accounting and leadership on payroll-related matters

Recruiting & Workforce Support

  • Manage recruiting efforts including job postings, sourcing, and candidate pre-screening
  • Coordinate interview processes with hiring managers
  • Support onboarding processes in coordination with PEO
  • Assist with workforce planning, including project-based and field staffing needs

Corporate Coordination

  • Assist executive team with U.S. operations and international entity to support based Legal/CPA/payroll providers
  • Assist with payroll inputs, employee data coordination, timekeeping software and compliance items
  • Support alignment of processes between U.S. and international operations
  • Ensure compliance with federal, state, and local employment laws and regulations
  • Interpret and administer company policies, handbook, and employment-related documentation
  • Coordinate with PEO on HR processes, compliance, reporting, and employee records
  • Partner with company leadership, legal counsel and the PEO to ensure compliance with employment regulations and provide guidance on HR issues
  • Address and provide guidance for multi-state employment complexities, including employee work locations and job-based workforce environments
  • Support employee relations, documentation, and internal HR processes

Qualifications

  • 5+ years of experience in HR, payroll coordination, or HR operations
  • Strong understanding of multi-state employment laws and payroll considerations
  • Bachelor’s degree preferred or equivalent experience
  • HR certification (SHRM or PHR) or Payroll certification (CPP) preferred and/or in process
  • Experience working within ADP or PEO environment preferred
  • Experience with recruiting, sourcing, and candidate screening
  • Ability to interpret and apply company policies and HR/legal documentation
  • Strong organizational, analytical, and communication skills
  • Experience with project-based workforce environments preferred
  • Exposure to international operations support is a plus
