Job description

Pennoni Associates is currently seeking Construction Inspectors, preferably meeting PennDOT Transportation Construction Inspection Supervisor (TCIS) or Transportation Construction Manager (TCM) qualifications with experience consistent, but not limited to:
Responsibilities include:
  • Supervising field inspectors and performing inspection on roadway, bridge, and other transportation improvement projects.
  • Review drawings, specifications, contract documents
  • Communicate and coordinate with contractors, designer, owner, project team, and the public.
  • Perform mathematical calculations based on field measurements.
  • Witnessing material tests, such as soil compaction, concrete, and asphalt and entering information and test results into PennDOT application.
  • Preparing clear and concise daily field reports in a timely manner, which includes photographs, attaching documents and sketches using PennDOT's PSA mobile app and/or ECMS. Reviewing and approving other inspector's field reports under the direction of the PennDOT or IIC.
  • Creating as-built drawings of completed work.
  • Able to work construction hours, which may include overtime.

Required Attributes
  • High School Diploma
  • Associate's Degree or higher in Civil Engineering related field is a plus
  • NICET Certified (Highway Construction) - Level III or IV is a plus
  • Valid Driver's License with reliable transportation
  • Six years minimum of transportation, highway or bridge construction inspection experience.
  • Note: (BS Degree in Civil Engineering or Construction Management may be substituted for four (4) years of experience, or an Associate's Degree in Civil Engineering or Construction Management may be substituted for two (2) years of experience)
  • Proficiency in Microsoft Office
  • Good verbal and written communication skills, math skills
  • And be able to work well in team setting on one or more projects either as an acting Inspector-in-Charge, or under the PennDOT Inspector-in-Charge.
  • Must be willing to safely work outdoors in differing weather conditions, near heavy equipment and construction operations, within highway work zones and be physically able to perform field work.

Preferred Attributes:
  • Prior experience in PennDOT and/or PA Turnpike Highway and Bridge Construction Inspection. Familiarity with PennDOT 408 specifications, applications, standard drawings and other relevant PennDOT and other relevant publications.
  • Knowledge of PennDOT mobile applications and ECMS Wave 5 (Construction).
  • Additional certifications including ACI, NECEPT Concrete Technician Certification, NECEPT Bituminous Field Technician, OSHA 10 hour, ECMS Wave 5
  • Experience in preparing Contractor Work Authorizations, Estimates and Work Orders in PennDOT's ECMS system. Familiarity with eCertification and eTicketing and how it relates to ECMS.
  • Ability to work nights and weekends is a plus
