Description

Position Summary

The Airport Pavement Construction & Inspection Professional is responsible for overseeing, managing, and inspecting the construction, rehabilitation, and maintenance of airport runways, taxiways, and aprons. This role ensures compliance with Federal Aviation Administration (FAA) and International Civil Aviation Organization (ICAO) standards, prioritizing safety, durability, and operational efficiency in an active airport environment.

Key Responsibilities

  • Manage and supervise construction and rehabilitation projects for airport pavements (runways, taxiways, aprons).
  • Conduct inspections to verify compliance with design specifications, FAA Advisory Circulars, ICAO standards, and airport authority requirements.
  • Monitor pavement performance, including surface condition, friction, and structural integrity.
  • Coordinate with airport operations to minimize disruption during construction and inspection activities.
  • Prepare technical reports, inspection records, and recommendations for pavement maintenance and rehabilitation.
  • Ensure strict adherence to safety protocols in active airfield environments.
  • Liaise with contractors, consultants, and airport authorities to resolve technical and operational issues.

Education Requirements

  • Bachelor's degree in Civil Engineering, Construction Engineering, or related field.
  • Master's degree in Transportation Engineering or Pavement Engineering (preferred).

Qualifications

Experience Requirements

  • Minimum 5–10 years of experience in pavement construction, inspection, or management.
  • Proven track record in airport runway/taxiway projects or other large-scale transportation infrastructure (e.g., "horizontal / civil;" or "flatwork").
  • Experience with pavement evaluation techniques (FWD testing, PCI surveys, friction testing).
  • Familiarity with FAA Advisory Circulars (AC 150 series) and ICAO Annex 14 requirements.

Training Requirements

  • Training in airport safety and operations (e.g., FAA Part 139 training).
  • Pavement evaluation and management system training (e.g., FAA PAVEAIR, MicroPAVER).
  • Construction safety training (OSHA 30-hour or equivalent).
  • Airfield driver training for operating within active airport environments.

Certifications & Licenses

  • Professional Engineer (PE) license (required in most jurisdictions).
  • ACI Concrete Field Testing Technician or equivalent (preferred).
  • FAA Airport Safety Certification or ACI Pavement Inspector Certification (preferred).
  • OSHA Safety Certification (mandatory for construction site supervision).
  • Airfield Operations Area (AOA) access certification as required by the airport authority.

Core Competencies

  • Strong knowledge of pavement design, construction, and maintenance practices.
  • Ability to interpret and enforce FAA/ICAO standards.
  • Excellent communication and coordination skills for working in high-security, operationally sensitive environments.
