CDS in Texas is a mission-driven, payroll processing firm specializing in services for individuals with disabilities and their families, and empowering those we serve to live more independently through self-directed care. As a trusted leader in Home and Community-Based Services (HCBS) and Financial Management Services Administration (FMSA), we are seeking an experienced Payroll Manager to lead our Consumer Directed Services (CDS) payroll operations.

Your Role

We are seeking an experienced Payroll Tax Manager specializing in or familiar with IRS Section 3504 to oversee all employment tax compliance, reporting, and operational controls for our organizations acting as authorized agents under Form 2678. This role ensures accurate aggregate filings, manages multi‐employer wage reporting, and maintains strict adherence to federal, state, and local tax regulations. The ideal candidate will bring leadership, technical expertise and commitment to accuracy and confidentiality in a high-volume, deadline-driven environment.

Key Responsibilities:

  • Manage all responsibilities associated with acting as an IRS‐authorized Section 3504 agent, including withholding, reporting and paying federal employment taxes on behalf of multiple employers.
  • Oversee payroll processing and accounts Payable.
  • Manage payroll software systems and upgrades.
  • Oversees 941/940/SUTA filings and W‐2 reporting.
  • Candidates must have demonstrated experience in manual payroll administration and managing payroll across multiple states.
  • Oversee preparation and filing of aggregate Form 941 returns using the agent’s EIN.
  • Ensures timely review, response, and resolution of all tax notices and correspondence
  • Provide Training and development for payroll staff.

What You Bring

  • 3+ years of payroll accounting experience in aggregate filing.
  • 3+ years of leadership experience.
  • College degree in business-related field preferred.
  • CPP certification preferred, but not required.
  • Strong understanding of payroll data formats and reporting.
  • Proficiency in MS Word, Excel, and payroll systems.
  • Excellent communication and organizational skills.
