Job description

University of Iowa Health Care is seeking a Human Resources Associate to provide guidance and HR support to staff, faculty and leadership in the Department of Ophthalmology & Visual Sciences. HR support includes but is not limited to the coordination of talent acquisition and onboarding, compliance monitoring, transaction processing, and personnel file maintenance.

Position Responsibilities 

Talent Management & Engagement

         Collaborate with HR Manager to coordinate recruitment activities for P&S (non-bargaining), SEIU, merit and postdoctoral research scholar positions.

         Review resumes and coordinate interview processes. Develop interview questions and work samples as needed. Ensure positions are being filled in a timely manner.

         Ensure electronic recruiting files are maintained for each open position.

         Focus on effective networking methods to reach the greatest number of potential candidates through internet sourcing, LinkedIn, industry leads & sources, key contacts. portals, etc.

         Partner with hiring managers and HR Manager to understand immediate and future requirements in the department to regulate direction of efforts.

         Collaborate with HR Manager and department leadership to encourage staff participation on annual employee engagement surveys. Assist in follow-up on employee engagement efforts including information sharing and impact planning efforts to improve employee engagement.

HR Program Administration & Operations

         Collaborate with HR Manager and departmental leadership to maintain an engaged and competent workforce through developing and administering policies and programs.

         Prepare and submit HR transactions assuring timeliness and accuracy of data entry.

         Serve as primary point of contact for department I-9 verifications. Complete I-9 verification for new employees as well as department and job specific onboarding checklists for staff/faculty.

         Conduct bi-weekly department orientation training for new staff.

         Oversee the student employment process and student shadowing process.

         Assist with processing licensing and credentialing for clinical faculty.

         Assist in completing adjunct renewal letters. 

         Assist divisions and department graduate medical education team as needed in administrative function including onboarding of department fellows.

         Assist in the administration of annual staff/faculty performance reviews and merit increases.

         Assist in maintaining payroll and time keeping records for the department and submitting appropriate corrections as needed.

         Serve as backup Leave and Disability point of contact for the department

         Serve as backup for department immigration cases and follow-up items.

Advising/Coordinating

         Assist divisions in completing onboarding and offboarding checklists for terminating faculty and staff. Maintain documentation in electronic personnel files. 

         Serve as the first point of contact for questions from staff and faculty regarding policies and practices related to payroll/time keeping, compliance issues and general employment inquiries. Elevate questions and concerns as needed to resolve in collaboration with HR Manager.

Strategic Planning

         Support and communicate HR updates and initiatives to departmental staff and leadership.

         Provide input on development of policies and procedures within the department. Identify opportunity to improve systems and processes, achieve efficiencies and/or improve service delivery.

         Assist with planning for department staff/faculty recognition events and celebrations.

         Work on special projects as assigned.

Compliance with Policies, Laws and Regulations

         Assist in preparation, review, and distribution of compliance reports and reminders. Collaborate with leadership to assure employee compliances are current.

         Generate HR reports as needed.

         Ensure department compliance with state/federal laws, university policies and departmental expectations

         Evaluate requests and exercise discretion and judgment in providing confidential information to appropriate parties internally and externally.

Education Requirements

  •         A Bachelor's degree in Human Resources Management, Business Administration or related field, or an equivalent combination of education and experience.

Experience Requirements

  • 6 months - 1 year of related administration HR experience.

  •         Demonstrated ability to work autonomously, maintain confidentiality, prioritize tasks, and meet deadlines while possessing a strong organizational, analytical skills, and attention to detail

  •         Demonstrated ability to work within a multidisciplinary setting.

  •         Strong teamwork and collaboration skills.

  •         Excellent written, verbal and interpersonal communication skills.

  •         Demonstrated proficiency with Microsoft Office and computer software applications

  •         Demonstrated experience working effectively in a welcoming and respectful workplace environment.

Desired Qualifications 

  • Prior experience work in a hospital and/or academic medical setting

  • Experience with Oracle/Taleo talent acquisition system

  •  Professional in Human Resources (PHR) and/or SHRM-CP Certification

  • Professional experience working effectively with individuals from a variety of backgrounds and perspectives.

  • Prior experience performing and/or supporting multiple HR functions including recruitment, performance management, employee relations, compensation and classification, and payroll.

  • Working knowledge of state and federal regulations affecting human resources.

  • Demonstrated ability to be organized, flexible and multi-task in a high volume and fast-paced environment.

  • Knowledge of University of Iowa HR policies, procedures, regulations, and systems.
