The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

  • You are committed to developing, preparing and managing comprehensive recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates. In addition, you will be analyzing, researching, and implementing policies, procedures, and directives of management to provide counsel to employees and agency officials.
  • You can thrive in a fast-paced HR environment where accuracy matters and you can leverage your technical expertise to code and process SF-52s, personnel action requests and all documentation relative to entrance-on-duty (EOD); using the appropriate Human Resources Information Systems.
  • You have a keen eye for detail in determining eligibility and qualifications while facilitating rating processes.
  • You are motivated to participate in special assignments in the classification and staffing areas such as delegated examining audits and/or data cleanup efforts.
  • You are a trusted advisor to leadership and staff alike of which you can provide consultative advice in the areas of recruitment, placement, position classification, and position management in line with the Strategic Human Capital Plan (SHCP) of the USPTO, OHR, and Business Units.
  • You are a relationship builder who partners with and maintains collaborative partnerships with hiring managers in assigned business units to include providing sound advice and guidance to managers and supervisors regarding reorganizations, functional changes, and personnel changes.
  • You excel in preparing and presenting reports and briefings on assigned organization/unit statuses and/or recommending actions to appropriate individuals.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
For this position, the next lower grade level is a GS-11. Specialized experience for this GS-12 position includes:
  • Experience interpreting and applying federal human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services in recruitment and placement strategies; and
  • Experience reviewing, coding and processing personnel actions; and
  • Experience in organizational design, position management, restructuring, and pay/compensation integration; and
  • Experience participating on a project team involving federal human resources operational process changes and improvements.

For this position, the next lower grade level is a GS-12. Specialized experience for this GS-13 position includes:
  • Experience interpreting and applying federal human resources staffing and recruitment and classification principles, practices, laws, and regulations; and
  • Experience serving as a subject matter expert providing advisory services in federal recruitment and placement and classification strategies; and
  • Experience serving as a quality reviewer in coding and processing personnel actions; and
  • Experience in organizational design, position management, restructuring, and pay/compensation integration within an organization, and
  • Experience leading a project team involving federal human resources operational process changes and improvements.

Delegated Examining Certified candidates is "highly desired" for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
