The Position
Beltrami County is creating an eligibility list for a full-time, benefited Real Estate and Tax Technician to work in the Auditor/Treasurer's Office. This position processes real estate transactions, updates records in the tax system, processes real estate legal documents, collects real estate taxes and related fees, processes passport applications, and assists customers with related questions.
Performs administrative support work in processing real estate and related tax calculations and transactions, updating records, recording and maintaining real estate documents and tax liens, and related work as apparent or assigned. Work is performed under the moderate supervision of the Real Estate & Tax Division Director.
Hiring salary range is $24.61 to $26.88 per hour with a full salary range of $24.61 to $31.17 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.

Education and Experience
Minimum requirements are:
- Associate's/Technical degree in Accounting, Finance, Business Administration, or related field.
OR
- A substitution of education and work experience may qualify: Four years of related work experience in business, accounting or finance may be substituted for an Associate's degree.
AND
- Two years or more of work experience in clerical, bookkeeping, accounting, business, or a related field.
- Valid MN driver's license.

Essential Functions
- Deliver high-quality customer service by assisting walk-in, phone, and email customers with research and real estate inquiries; processing payments; distributing and collecting property tax information; and providing accurate referrals to the appropriate departments or offices.
- Serve as a Passport Agent, ensuring compliance with U.S. Department of State regulations, handling vital records, verifying eligibility, and processing applications.
- Perform administrative duties, including overseeing inventory, ordering office supplies, processing incoming and outgoing mail, and providing notary services.
- Process and verify real estate legal documents; calculate and collect mortgage registration and state deed taxes; certify delinquent taxes.
- Collect, process, post, and balance tax payments; issue refunds; record Confession of Judgments; manage delinquent tax lists and mobile home tax payments; reconcile accounts with the auditor's financial system.
- Process receipts, disbursements, journal entries, cashbook, and trial balances.
- Maintain accurate taxpayer parcel records by updating the property tax system and researching chains of title.
- Manage Escrow/ACH systems, assist taxpayers and escrow companies, prepare ACH submissions, and process payments.
- Update parcel and plat information, assign new parcel numbers and legal descriptions, and report changes to Assessors and GIS Mapping.
Knowledge, Skills and Abilities
Thorough knowledge of customer service procedures and practices; thorough knowledge of procedures in processing property tax and related documents; thorough knowledge of computer software programs used to process property and related tax information; general knowledge of accounting procedures; ability to calculate tax information; ability to use office equipment; ability to work in a multi-service customer intensive environment; ability to establish and maintain effective working relationships with associates.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands and fingers in repetitive motions, frequently requires sitting and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

- Notary Public certification required within six months of hire.
- Passport Acceptance Agent federal certification required within six months of hire.
