The Treasury Department's Bureau of Cash Management & Investments is seeking a strategic, analytical, and highly collaborative Manager of Investment Strategies to support oversight of more than $50 billion in Commonwealth assets. The ideal candidate is a seasoned investment professional with institutional investing experience, strong legislative and policy awareness, exceptional communication abilities, and a proven record of building productive relationships with executive leadership, external partners, and public stakeholders.

DESCRIPTION OF WORK This position supports financial oversight, strategic analysis, and collaborative work across many areas of public investing

It places you in a key role that helps maintain strong investment practices and reliable communication with partners. As a Manager for Investment Strategies, you will perform the following duties: Investment Due Diligence: Lead initial and ongoing review across Treasury portfolios Policy Evaluation: Research and analyze legislative and policy proposals affecting investment activities Stakeholder Coordination: Facilitate legislative engagement and interactions with state agencies involved in investment pools Committee Management: Oversee agendas, documentation, minutes, and deliverable tracking for the Treasury Investment Committee Data and Reporting: Prepare documentation for budget hearings and support improvements in quarterly and annual reporting Transparency Support: Coordinate data collection and prepare responses for Right-to-Know requests while upholding Treasury values Work Schedule and Additional Information: Full-time employment Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week.

In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

You must have experience presenting complex financial, policy, or operational information to diverse audiences, including senior leadership or external stakeholders.

You must have experience working independently in a high-stakes environment where decisions required sound judgement, professionalism, and adherence to established policies. You must have experience using Microsoft Office tools. You must be able to perform essential job functions.
