Summary
King County's Business Resource Center (BRC) is seeking an Oracle ERP Application Database Administrator (DBA) to join our team The Shared Services team plays a critical role in supporting operations and maintenance and strategic planning efforts for the Oracle Cloud Infrastructure for the County's ERP systems - PeopleSoft, Oracle EBS, and BI. As the Oracle ERP Application DBA, you will support operations and maintenance initiatives and projects while collaborating closely with cross-functional teams to achieve successful results. Experience with Oracle Cloud Infrastructure, PeopleSoft, Oracle EBS 12.2.X, and BI systems are highly preferred.
ABOUT THE BUSINESS RESOURCE CENTER (BRC) OVERVIEW:
The BRC oversees King County's business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.
BRC Director's Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county's ERP business systems. They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county's ERP systems.
Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud, Cloud Suppliers, Cloud Customer Experience, and SAP Concur travel management. The team collaborates with our many business partners and departments to deliver financials, procurement, travel management and expense, and treasury processes and solutions across all county business operations.
PeopleSoft HR and Payroll System Team: This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, and payroll services across all county business operations.
BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur. This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations. The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county.
Shared Services Team: This team specializes in managing the day-to-day operations and maintenance and ensuring the performance of ERP systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches. This team is also responsible for system security, administration, licensing, training, change management, and help desk support.

Job Duties
To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
  • Perform Oracle ERP database administration for PeopleSoft 9.2 in Oracle Cloud Infrastructure (OCI)
  • Support PeopleSoft release update cycles, patching, upgrades and performance tuning of databases, middleware, integration, and application technologies and related IaaS and PaaS infrastructure components (PUM, PeopleTools upgrades, PS scheduler, RAC, Data Guard, ASM, 19c tuning, install, patch, upgrade, backup, recovery, Exadata expertise, Linux operating systems, Oracle Enterprise Manager (OEM) operations, DevOps tooling, shell scripting, and automation (i.e., crontab)).
  • Develop and implement plans for ERP systems maintenance, including application, database, middleware, and security updates.
  • Implement solutions and patches to quickly respond to vulnerability alerts and events to protect ERP applications, data, and environments.
  • Provide guidance on database design, backup and recovery RMAN operations, capacity planning, storage optimization, and cloud architectures.
  • Maintain and install SSL certificates and support (e.g., JKS, KSS, PFX, OpenSSL, key tool)
  • Support major incidents, root-cause analysis, and problem resolution for technical issues.
  • Evaluate new and emerging technologies (e.g., Oracle Cloud, Exadata, Autonomous Database), develop options and design, and prepare proposals with costing for review and approval by BRC teams and management.
  • Participate in planning and budgeting for OCI and application changes.
  • Be responsible for the availability, performance, and recoverability of assigned ERP applications and databases.
  • Lead applications/system upgrades and technology projects
  • Perform capacity planning, forecasting Oracle Cloud Infrastructure and costs needed to support business requirements.
  • Develop, practice, promote, and set standards for technical work and operations for Oracle ERP database administration tasks, seeking repeatable processes and consistency in configurations across multiple instances and environments. Develop technical and standard work documentation.
  • Partner with application and infrastructure teams to support deployments, troubleshoot issues, and improve system performance.
  • Oversee installation, configuration, patching, upgrades, and lifecycle management of Oracle databases, tools, and related technologies.
  • Ensure disaster recovery and backup strategies are implemented and regularly tested.
  • Drive performance tuning, optimization, and proactive monitoring to maintain reliability and efficiency of database systems.
  • Maintain compliance with audit, security, regulatory, and organizational requirements.
  • Develop and execute strategies aligned with organizational goals, including modernization and automation initiatives.
  • Define and enforce standards, policies, and best practices for database architecture, security, and operations.
  • Work closely with developers, business systems analysts, and security teams to ensure successful delivery of IT initiatives.
    • Participate in architecture reviews and provide expert recommendations for systems dependent on Oracle technologies.
    • Communicate progress, risks, and issues to leadership and stakeholders in a clear and timely manner.

Experience, Qualifications, Knowledge, Skills
We are looking for candidates who have:
  • Demonstrated proficiency providing Oracle ERP database administration and Oracle cloud infrastructure for PeopleSoft 9.2 administration and lifecycle (PUM, PeopleTools upgrades, PS scheduler).
  • Strong technical and functional knowledge and experience with Oracle database administration and maintenance experience, including, but not limited to: RAC, Data Guard, ASM, 19c tuning, install, patch, upgrade, backup, recovery, Exadata expertise, Linux operating systems, Oracle Enterprise Manager (OEM) operations, DevOps tooling, shell scripting, and automation (i.e., crontab).
    • Experience with PeopleSoft release update cycles and quarterly update impact analysis.
    • Experience planning, testing, and implementing Oracle architecture updates and new infrastructure.
  • Proficiency in Oracle Database versions 19c or higher versions, RAC, Data Guard, RMAN, OEM, and PL/SQL.
  • Strong interpersonal skills to engage and build relationships with diverse cultures and a customer-focused approach, fostering positive relationships with agencies and staff.
  • Ability to work collaboratively across teams and engage with customers in a manner that fosters, and models open dialogue and communication, curiosity and cohesive team building
  • Familiarity with Oracle ERP and ERP cloud products, integration approaches, tools, architecture and infrastructure, and other applicable technological features.
  • Knowledge and experience with Jira and ITSM helpdesk tools (Cherwell, Neurons).
  • Experience with cloud-based Oracle solutions (OCI, RDS, Azure), virtualization, and Exadata environments.
  • Demonstrated ability to lead technical teams, manage complex environments, and drive operational excellence.
  • Strong communication, collaboration, and problem-solving skills.
    • Experience collaborating with Oracle support (MOS) experience and vendors to research new technical products and solutions.
    • Proven ability to partner, collaborate, and work with BRC peers who manage the ERP applications, King County IT peers, and vendors to prioritize business and technology needs, identify strategic opportunities, and develop recommendations for potential solutions.

  • Experience in large-scale enterprise or regulated environments
  • Experience with Oracle e-Business Suite (EBS) 12.2.X

WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

WORK LOCATION: The BRC Shared Services Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
