This position is located in the Department of Health and Human Services, Assistant Secretary for Financial Resources, headquartered in Washington, District of Columbia.

Qualifications:WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
  • Applying expertise in the FAR, HHSAR, Small Business Act, SBA regulations, and socioeconomic contracting programs to ensure acquisition compliance, maximize small business participation, and support agency mission objectives.
  • Developing and implementing acquisition and small business policies, procedures, guidance, and strategies to increase competition, expand small business opportunities, and improve program outcomes.
  • Conducting market research and evaluating acquisition plans, subcontracting programs, and industry capabilities to identify qualified small businesses and strengthen supplier diversity.
  • Analyzing procurement and performance data to assess small business and subcontracting results, identify trends and compliance risks, and provide data-driven recommendations to leadership.
  • Advising senior leaders, contracting officials, program managers, and industry partners; leading compliance reviews, training, outreach, and cross-functional initiatives to advance small business goals and stakeholder engagement.
