Emergency Management Policy Analyst (part–time)

TAMARACK Technologies Inc. is seeking a highly qualified and experienced part–time Policy Analyst to support the Navy Bureau of Medicine and Surgery (BUMED) - Mission Assurance Office (N45). The ideal candidate will bring deep expertise in policy development, emergency management, interagency coordination, and operational planning.

Organization: U.S. Navy Bureau of Medicine and Surgery (BUMED)

Location: Defense Health Agency (DHA) – Falls Church, VA

Travel: Travel as required to FCCs and other sites to support operations and exercises.

Salary Range: Commiserate with experience, education and qualifications as it relates to the knowledge, skills and abilities of the position.

Position Description: This position supports the BUMED - Mission Assurance (N45) Program and Federal Coordinating Center (FCC) operations. The role focuses on providing subject matter expertise and operational support in policy development. This part–time position is contingent upon a successful contract award.

Duties and Responsibilities:
  • Draft, review, and revise policies, standard operating procedures (SOPs), concepts of operations (CONOPS), and implementation plans related to FCC operations.
  • Develop and implement policy for childcare background checks in line with Department of Defense (DoD) instructions, develop procedures for installation records checks, and create clear adjudication criteria.
  • Integrate emergency management efforts with Military Treatment Facilities (MTFs) and civilian Health Care Coalitions (HCCs) to ensure seamless coordination.
  • Minimum Qualifications, Experience & Education Requirements: All Requirements must be clearly annotated on resume. Experience must be shown in work history.

  • Bachelor’s degree in Public Policy, Emergency Management, Security Studies or related relevant field. OR ten (10) years of progressively responsible emergency management experience can be accepted in lieu of a degree.
  • Minimum five (5) years of emergency management or relevant experience.
  • Successful completion of the FCC Course within the last 3 years or must enroll within 180 days of contract award.
  • Possess an active, or be able to obtain and maintain a favorable Secret Clearance.
  • Provide proof of citizenship using the I9 form and supporting documentation.
  • Knowledge, Skills, & Abilities (KSA’s)

  • Advanced knowledge of DoD policy development processes, interagency coordination, and action officer responsibilities.
  • Strong ability to draft, analyze, and implement policies, SOPs and operational plans.
  • Expertise in emergency management, disaster response coordination, and National Disaster Medical System (NDMS) and FCC operations.
  • Ability to coordinate across military, federal, state, and civilian healthcare partners effectively.
  • Expert written and verbal communication skills, with the ability to present complex information clearly to diverse stakeholders.
