Summary
King County Business Resource Center (BRC) is seeking a Business Systems Analyst - Principal (BSA) to join our team! This role serves as the lead consultant for enhancing and sustaining King County's Oracle Business Intelligence (BI) services, providing strategic direction, technical expertise, and enterprise-level solutions that support critical business functions. This position partners with stakeholders at all levels of the organization to translate business strategies into scalable analytics solutions, while driving end-user adoption and effective change management.
Operating in a fast-paced environment, the Principal Analyst brings strong project management capabilities, advanced technical expertise in Oracle BI, and a sharp attention to detail. This role guides system evaluation and implementation, ensures quality through oversight of testing and delivery, and mentors team members while influencing enterprise standards and championing continuous improvement through data-driven decision-making.
ABOUT THE BUSINESS RESOURCE CENTER
The BRC oversees King County's business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.
BI Insights Team:
This team specializes in developing and managing business intelligence analytics across King County's Oracle ERP and other enterprise systems. The team collaborates closely with business partners and county departments to deliver meaningful analytics and operational reporting in support of county operations. The team is committed to expanding the use of analytics tools, improving data literacy, and enhancing ERP data governance across the county.
ABOUT THE BUSINESS RESOURCE CENTER OVERVIEW The BRC oversees King County's business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.
BRC Director's Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county's ERP business systems. They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county's ERP systems.
BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur. This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations. The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county.
Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud and Supplier Cloud, and SAP Concur travel systems. The team collaborates with our business partners and county departments to deliver finance, procurement, travel expense and treasury services across all county business operations.
HR and Payroll System Team:This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, and payroll services across all county business operations.
Shared Services Team: This team specializes in training, change management, and help desk support, along with system security, administration, and licensing. There is also a highly skilled and technical team of DBAs who manage day to day running and performance of the systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches.

Job Duties
To be considered for this opportunity, you must at a minimum demonstrate the knowledge, skill, and ability to:
  • Maintain strong business partner relationships and a deep understanding of organizational strategies, processes, and enterprise priorities.
  • Lead system scope and objectives in alignment with business needs, end-user requirements, and enterprise business processes.
  • Assess, plan, execute, and advise on change management strategies to ensure successful end-user readiness and adoption of BI solutions.
  • Lead or oversee complex BI solution design efforts across highly complex business domains, ensuring alignment with organizational and technology priorities.
  • Evaluate, recommend, and lead the adoption of new and emerging tools, technologies, and analytics capabilities.
  • Develop and present enterprise-level proposals for system enhancements, modernization, or replacement to support continuous business improvement.
  • Oversee and approve testing strategies and processes, ensuring validation of business outcomes, data integrity, and production readiness.
  • Conduct feasibility studies, risk assessments, and cost/benefit analyses to support system investments and technology decisions.
  • Provide leadership through consultation, mentorship, and performance support, including monitoring progress, resolving obstacles, and advising teams.
  • Serve as a subject matter expert for enterprise ERP and BI ecosystems such as Oracle E-Business Suite, PeopleSoft HCM, and enterprise performance and budgeting systems.
  • Lead or influence work that is critical to enterprise operations and organizational decision-making.

Experience, Qualifications, Knowledge, Skills
We are looking for candidates who:
  • Have extensive experience in Business Intelligence, Information Systems, Computer Science, Finance, or related fields, with advanced certifications or equivalent expertise in Oracle Analytics technologies.
  • Possess strong technical knowledge of SQL, data warehousing concepts, and ETL tools (e.g., Oracle Data Integrator or Informatica), with experience working in large-scale data environments (10TB+).
  • Bring hands-on experience with Oracle Analytics Server (OAS) and enterprise reporting tools such as BI Publisher, Blitz Reporting or similar platforms.
  • Demonstrate experience with enterprise systems such as Oracle E-Business Suite, PeopleSoft HCM, and Oracle Planning and Budgeting Cloud Service.
  • Have a proven track record of delivering enterprise-wide BI solutions, including leading implementations, upgrades, and disaster recovery efforts.
  • Build and maintain strong relationships with business partners and IT stakeholders, effectively navigating competing priorities and aligning solutions to organizational goals.
  • Lead collaboratively with a focus on engagement, communication, coaching, and team development in complex organizational environments.
  • Collaborate with Enterprise Architecture to develop technology roadmaps and lead system upgrades aligned with organizational strategy.
  • Demonstrate strong project leadership skills, including leading complex initiatives, coordinating cross-functional teams, and delivering outcomes in fast-paced or ambiguous environments.
  • Are skilled in change management and driving adoption of BI solutions across diverse user groups.
  • Show adaptability, sound judgment, and the ability to navigate competing stakeholder perspectives.
  • Bring experience or interest in advancing analytics capabilities, including data governance, emerging technologies, and AI/ML applications in BI.

Supplemental Information
WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

WORK LOCATION: The BRC BI Insights team team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
