The Community Services Department is recruiting for two (2) Part-Time Laborer positions.
The Part-Time Laborer encompasses a broad spectrum of functions and duties. The duties in the Community Services Department will be mainly, but not limited to, building maintenance, light building repairs, and custodial duties. Work hours will fluctuate, and availability on the weekends and evenings is preferred.
This position is in the Community Services Department, and works under the immediate supervision of the Facilities Supervisor or assigned designee. This position is subject to the terms and conditions of employment as specified in the City's Personnel Policies & Procedures Manual. Position Information
DEFINITION
Under supervision, performs a variety of building, equipment, grounds or manual maintenance work and operates light equipment.
SUPERVISION
Receives supervision from assigned Supervisor. May receive direction from lead worker. This class does not exercise supervision.
DISTINGUISHING CHARACTERISTICS
Laborer is a semiskilled working level maintenance class in which incumbents perform a variety of services on City facilities and property. Depending upon area of assignment, responsible for general custodial work, grounds keeping, general building maintenance and laborer work. Incumbents may be required to work with adult offenders and parolees. Incumbents may also be required to work weekends and holidays and may work independently or as a member of a work crew.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
(may include, but are not limited to, the following)
  • Preforms basic janitorial duties, responsible for the cleanliness, and overall sanitation of buildings.
  • Assists in handling minor building repairs, including painting, landscaping, and general housekeeping.
  • Facilitates events, ensuring overall building safety and procedures are being met by hosts.
  • Assists with general maintenance of facilities, including Airport, equipment, buildings, and grounds; opens rooms and sets up for the public.
  • Assists in setting up and taking down displays, stages, and stage equipment.
  • Inspects equipment and tools to ensure safe operation.
  • Participates in cleaning projects.
  • Other duties as assigned by Coordinator or designee.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
  • Common hand and power tools and equipment utilized in assigned area of responsibility.
  • Occupational hazards and safety precautions of the trade.
  • Assigned department rules, regulations, and procedures.
  • Basic custodial, equipment, building, or grounds maintenance practices.
  • Safe driving principles and practices.

Ability to:
  • Perform light and heavy manual labor for extended periods and under adverse weather conditions.
  • Read, write, and communicate in English at the level necessary to perform the job.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Complete daily reports and forms.
  • Work on an assigned schedule or route and to work alone on assigned routine tasks.
  • Safely operate light equipment and various hand tools.
  • Work at heights not to exceed 35 feet and in confined spaces.
  • Establish and maintain effective working relationships.

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
  • One year of continuous, full-time paid general labor or comparable experience.

Education:
  • Must be able to read and write at an educational level to ensure the safe handling of tools, equipment, and/or chemicals as necessary to perform the duties of this position.

License or Certificate:
  • Must possess, or have the ability to obtain, a valid California Driver's License.

Essential duties require the following physical skills and work environment:
Physical Skills :Primary functions require sufficient physical ability to work in an outdoor setting and operate assigned equipment.

  • Occasional: pushing and pulling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck; lifting of objects weighing up to 75 lbs. form below waist level to above shoulder level, with or without assistance; lifting objects weighing from 76 - 100 lbs. from below waist level to shoulder level, with or without assistance; transporting of objects weighing up to 25 lbs. for distances up to 300 yards, with or without assistance; transporting of objects 26 - 50 lbs. for distances up to 100 feet, with or without assistance; transporting objects weighing 51 - 100 lbs. for distances up to 50 feet, with or without assistance; transporting objects weighing over 100 lbs. for distance up to 50 feet with assistance; hand strength and manual dexterity to grasp and manipulate tools, parts and supplies; fine finger dexterity to operate computer and equipment.

  • Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens, printed documents, meter-reading equipment, dials, and gauges and to operate vehicles and equipment; color vision acuity.
  • Hearing: Hear in the normal audio range with or without correction.
  • Environment: Exposure to noise, heat and vibration of equipment; mechanical and electrical hazards of operating equipment; fumes and odors of sewage, chemicals, and gases; explosive materials/environments; confined spaces; toxic substances such as chemicals, cleaners, solvents, and gases; all types of weather and temperature conditions; health hazards such as bacteria and viruses; traffic hazards. Work and/or walk for long periods of time on various types of surfaces including slippery or uneven surfaces and rough terrain.
  • Other Special Requirement: Incumbents in this position drive City-owned vehicles and operate other motorized equipment. Candidates must be able to provide proof of a good driving record.
