Position: 

PART-TIME HUMAN RESOURCES SPECIALIST (29.5 HRS/WEEK)

Location: 

DISTRICT OFFICE

Salary:

$28.77/hr. to $33.09/hr. (pay rate will be dictated by education and PSERS qualifying experience)

Job Summary:
The HR Specialist will complete daily functions associated with Talent Acquisition, Total Rewards, Leave Management, Employee Relations, Policy Interpretation and Administration, and other duties as necessary to ensure maximum Human Resources efficiencies and employee support. This position is a Year-round, Part-Time Position, with a 29.5 hour per week work schedule.

Primary Duties:

Be subject matter and practice expert in HRIS system
o HRIS data entry and updates
o Reports
o Data analysis
Be subject matter and practice expert on the Applicant Tracking system
Be subject matter and practice expert on the Onboarding system
Provide optimal customer service to stakeholders
Be subject matter expert on Total Rewards
Maintain information on all benefit plans, including but not limited to life insurance, medical, and dental
Data entry into benefit platforms
Thorough knowledge of all district agreements and/or contracts with staff and Human Resources specific vendors
Provide Information and Referral for vendor matters being navigated by employees
Collaborate with the Director of HR to performs routine tasks required to administer Human
Resource programs including but not limited to benefits, leave, disciplinary matters, investigations; performance and talent management, occupational health and safety; training and development
Maintain accurate and up to date personnel files
Complete non-monetary employment verifications
Manages employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the Director of HR
Maintains compliance with federal, state, and local employment laws and regulations, and recommend best practices; reviews policies and practices to maintain compliance
Maintains knowledge of trends, best practices, regulatory changes, technologies, and laws relevant to Human Resources
Maintain records for all employee leave plans
o Manages the process and record retention for the districts FMLA and extended leave programs
Submit relevant information for Workers Compensation and Unemployment Compensation
Assists in facilitating reasonable accommodations
Attends and participates in employee disciplinary meetings and investigations
Audit the Employment Opportunities and HR Department webpages to ensure they are current
Manage employment postings on recruiting sites
Attends recruiting events
Creates and maintains relevant documents and forms Organize and execute employee events


























Secondary Duties:

Supervise student interns
Assist with yearly budget prep
Backup liaison for third party contractors
PDE certifications and knowledge
Maintain, update and submit employee information to COBRA for those who are eligible 



Required Clearances/Pre-employment Steps:

- Pre-employment physical examination

- PA State Police Criminal History Report

- FBI Criminal History Record

- PA Child Abuse Clearance

Required Knowledge, Skills & Abilities: 

Bachelor's Degree in Human Resources, Business Administration, Management, or related field
o In lieu of Bachelor's Degree, a High School Diploma with two (2) to five (5) plus years HR experience
Ability to act with integrity, professionalism, and confidentiality
Proficiency with or the ability to quickly learn the appropriate legislation pertaining to Human Resources functions
Excellent interpersonal, negotiation, and conflict resolution skills
Proficiency with or the ability to quickly learn the district's business operation software, HRIS, applicant tracking system, and software
Proficient with Microsoft Office Suite (to include Excel) or Google Workspace
Write clear and effective communications
Excellent record-keeping skills and attention to detail







Human Relations / Contact and Communications:

Frequent interaction with district staff and stakeholders, vendors, and public using multiple communication mediums. All contact and communication must be professional and enhance the reputation of the district and department.
