Job description
The primary purpose of this position is to perform professional laboratory duties and to calibrate, operate, and maintain analytical chemistry instrumentation for the department head and faculty of the Department of Systems Engineering and Management.
Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience may include independently operating/maintaining complex lab instruments (such as chromatography or electron microscopy), managing hazardous material inventories under safety guidelines, and instructing users on laboratory safety and testing methods. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of basic inorganic and organic chemistry principles, practices, techniques, and methods, and extensive laboratory analytical skills.
2. Ability to use sound professional judgment and initiative in designing experiments and analytical techniques to successfully determine requirements.
3. Knowledge in the use of common computer software programs, including software for word processing, database applications, spreadsheets, graphics and proficiency in or ability to learn software associated with specific analytical chemistry instrumentation to gas chromatography, liquid chromatography, and electron microscopy.
4. Ability to communicate clearly and expertly (in English) in both verbal and written form concerning technical subject matters. 5. Knowledge of laboratory health and safety regulations, practices and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
