Part Time Funding Specialist Jobs (NOW HIRING)

Purpose

The Tulsa Service Year (TSY) team is working to braid multiple public and philanthropic funding streams — including AmeriCorps, WIOA, TSET, opioid abatement dollars, Medicaid, K-12 federal education funds, and corporate tax credits — to apply for a grant that will expand support of service-year roles across Tulsa. This role is responsible for building and executing a plan to secure that funding: tracking application cycles, building relationships with the agencies and boards that administer each stream, drafting applications, and maintaining the braided-funding model.

Scope of Work:

Funding-Cycle Tracking

• Maintain a live calendar of application windows across all identified funding streams, including WIOA Title I RFPs, TSET Legacy Grants, Opioid Abatement Board cycles, and Scholarship Granting Organization (SGO) registration.
• Flag time-sensitive opportunities with enough lead time to act.
• Maintain a standing list of funding streams under exploration, with status and next action for each.

Relationship-Building

• Green Country Workforce and the incumbent WIOA Title I provider, on subcontract or partnership pathways.
• Oklahoma Opioid Abatement Board, to confirm whether service-year roles fit approved priority strategies.
• Oklahoma Tax Commission, on SGO registration for the tax-credit pathway.
• OMES and other state offices, if Pay for Success is explored.
• Oklahoma AmeriCorps and Red River Community Corps, deepening the primary AmeriCorps anchor relationship.

Application Drafting

• Draft and package applications as funding cycles open.
• Maintain the funding-streams section of a larger grant application to a national philanthropic funder.
• Prepare funder-ready one-pagers on individual funding streams as needed.

Braided-Funding Modeling

• Maintain a model showing which funding source covers which cost category per service-year role, including stipend, coaching, and overhead.
• Build a source-by-source plan for the $300,000 (20 percent) match required by the Service United Fund's $1.5 million application, with real dollar amounts against real sources
• Update the model as funding streams are confirmed or terms change.
• Keep the model legible to funders, showing how their dollars fit alongside others'.

Regulatory and Legislative Monitoring

• Track regulatory questions affecting funding eligibility, such as whether public school foundations qualify as SGOs under IRC Section 25F once IRS guidance issues.
• Monitor developments that could open new funding sources, including AG social media settlements and Rural Health Transformation Program county eligibility.
• Flag developments that need a policy conversation rather than an application — for example, coordinating with the Good Jobs Initiative team on WIOA dollars.

Reporting Structure

• This is a backbone function: it supports funding strategy across all partner organizations in the service-year ecosystem without directly delivering service. The role reports to the Director of Tulsa Service Year, who is the primary relationship holder with Service United Fund partners.
• Primarily independent work against a tracked calendar of deadlines, with regular check-ins with the Director of Tulsa Service Year.

Qualifications

• Background in public-sector grants, workforce development, or foundation grantmaking, ideally with direct experience inside a Workforce Development Board, state agency, or foundation grants team.
• Familiarity with AmeriCorps funding structures and/or Oklahoma's state and local funding landscape a strong plus.
• Comfortable moving between relationship-building, regulatory research, and technical grant-writing.
• Able to work independently against a tracked calendar of deadlines with minimal day-to-day supervision.

Compensation

• $25.00 per hour.

Hours & Location

• This position is based in Tulsa, Oklahoma, with an in-person work environment.
• This is a part-time position with approximately 20 hours per week. The work week will occasionally vary with advance notice depending on scheduled programming and other events; on occasion, it may require early start, late evening, or weekend hours.
• Contract engagement, with the possibility of transitioning to a full-time role contingent on securing Service United Fund grant funding.
