1417-000 Research Analyst - Part Time
JOB SUMMARY:
Under direction, conducts operational research and analysis involving major Village Management Services (VMS) functions to improve organizational efficiency, enhance data-driven decision-making and elevate service delivery to the members; and performs related work as required. This classification provides administrative management support to all departments of VMS. Work involves obtaining cooperation through extensive contact with others primarily within the organization, but supervision is not exercised. Work involves regular contact with other departments, divisions and vendors.
ESSENTIAL FUNCTIONS:
Confers with the Division Director/Manager concerning objectives, new or revised policies, unusual operations problems and matters affecting all departments of VMS.
Identifies program areas of interest to board members, the Division Director or Department Manager requiring administrative research to include: benchmarking studies and best practice reviews, policy formulation with data and trend analysis, track legislative and regulatory updates impacting common interest developments and monitor vendor performance metrics and cost-efficiency trends.
Coordinates with other division personnel regarding research, and interviews staff, directors, legal counsel and others as appropriate. Compiles and drafts reports and recommendations, reviews drafts with the Division Director or Department Manager, and prepares executive summaries, white papers, and presentations for Board and committee use. Assists the Finance Department in presenting completed research.
Gathers a variety of organizational, financial, statistical and procedural data. Documents data through the preparation of comprehensive workpapers. Analyzes data using reorganizing standards, management control evaluation, and advanced spreadsheet and database applications. Evaluates specific issues and summarizes findings/conclusions. Develops specific recommendations and reviews data/conclusions with others and prepares/presents reports to committees, boards or others as directed.
Drives a vehicle to meetings, workshops, and other job-related responsibilities.
Regular attendance required. All duties performed on-site for the Community.

NON-ESSENTIAL FUNCTIONS:
Assists others in office with priority projects that affect the Division.
EQUIPMENT OPERATED:
Vehicle, PC, printer, copier, fax machine, telephone.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is in a climate-controlled indoor office and is exposed to dust, fumes, and normal outdoor elements when observing demonstrations of new equipment or while observing regular operations.
DESIRABLE QUALIFICATIONS:
Graduation from an accredited four-year college or university with major course work in business, finance, economics, data science or a related field. Considerable management audit or consulting experience or equivalent combination of education and experience which produces the following:
  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of data analytics tools (e.g., Excel, SQL, Power BI, Tableau).
  • Knowledge of the principles of administrative management and sources of authoritative

information.
  • Knowledge of the principles and practices of accounting and auditing.
  • Knowledge research methods and techniques.
  • Knowledge of methods of report presentation.
  • Ability to design, conduct, analyze and interpret research findings.
  • Ability to write and orally present clear and concise reports.
  • Ability to organize and prioritize multiple projects.
  • Ability to maintain effective working relationships with co-workers and the public.

SPECIAL REQUIRMENTS:
Possession of a valid California driver's license.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is frequently required to talk, hear and use hands to finger, grasp, feel and reach. The employee is regularly required to sit for long periods of time (up to 7 hours). The employee is occasionally required to carry, kneel, pull, push, stoop and lift up to 10 lbs.
