BVA Bears IT Solutions is seeking a Policy Data Analyst (Quantitative Analyst + Financial/Cost Analyst) a seniorlevel professional combining the strengths of a Quantitative Analyst and a Financial/Cost Analystto support policy, research, and program development initiatives for the City of Philadelphia.
This is a parttime position with a primarily remote work environment. While most responsibilities can be performed virtually, occasional on-site meetings in Philadelphia may be required based on project needs.
Location / Travel Requirement
Candidates must live within a reasonable commuting distance of Philadelphiagenerally within ~1 hourto ensure availability for any in-person engagements.
Work may be performed remotely and/or onsite at the request of City Council. Communications, submissions, and contract documentation occur electronically. Briefings, presentations, interviews, and working sessions will be scheduled by Council as required for project progress or clarification.
Position Summary
The Policy Data Analyst (Quantitative Analyst + Financial/Cost Analyst) serves as the quantitative, financial, and modeling specialist responsible for conducting data analysis, forecasting, fiscal modeling, scenario comparisons, and quantitative support for policy and program development. The role provides analytical rigor for highcomplexity assignments, ensures methodological transparency, prepares datadriven insights, and delivers clear visuals and fiscal notes supporting City Councils decisionmaking.
This position fulfills RFP requirements for strong quantitative and analytical skills and expertise with spreadsheet and database software, supporting bestpractices research, program evaluation, and legislative analysis. The Analyst collaborates closely with policy, legislative, and program design staff to translate data into actionable recommendations and contribute to executiveready deliverables.
Project Duration:
This role will be for a 12 month project period.
Expected Monthly Hours:
The Policy Data Analyst (Quantitative Analyst + Financial/Cost Analyst) is projected to work approximately 27 hours per month, depending on project milestones and documentation cycles. Estimated hours by month are as follows:
  • Month 1: ~27 hours per month
  • Months 23: ~15 hours per month
  • Month 4: ~12 hours per month
  • Month 5: ~15 hours per month
  • Month 6: ~22 hours per month
  • Month 7: ~12 hours per month
  • Month 8: ~15 hours per month
  • Month 9: ~18 hours per month
  • Month 10: ~12 hours per month
  • Month 11: ~15 hours per month
  • Month 12: ~18 hours per month
Total Annual Commitment: ~196 hours.
These hours may flex slightly based on invoicing cycles, disclosure deadlines, and Contract Philly submission requirements.

Essential Duties and Responsibilities

Task A Quantitative Modeling, Forecasting & Scenario Analysis (Ongoing)

  • Build and run quantitative models supporting cost estimates, projections, and scenario analyses.
  • Produce data-driven comparisons of policy or program options, assessing impacts, feasibility, and financial implications.
  • Apply structured methodologies, assumptions, and sensitivity analyses to support decision-making.
  • Ensure analytical methods are transparent, replicable, and aligned with RFP expectations for program evaluation and quantitative rigor.

Task B Data Analysis, Database/Spreadsheet Management & Methodological Documentation (Continuous)

  • Clean, manage, and analyze datasets using spreadsheet and database tools.
  • Conduct statistical analysis, trend identification, and performance assessments for programs or legislative proposals.
  • Document data sources, assumptions, methodologies, and limitations in audit-ready format.
  • Maintain organized, accessible datasets supporting ongoing policy and program development.

Task C Fiscal Analysis, Costing & Financial Impact Modeling (MilestoneDriven)

  • Prepare fiscal notes, costbenefit analyses, and expenditure/revenue impact estimates.
  • Assess operational, budgetary, and economic implications of policy or program designs.
  • Collaborate with policy leads to integrate quantitative findings into recommendations and legislative deliverables.
  • Develop clear financial summaries suitable for executivelevel review.

Task D Visualization, Deliverable Support & ExecutiveReady Communication (Recurring)

  • Produce charts, graphs, tables, and visuals communicating complex data clearly.
  • Contribute quantitative content to white papers, policy memos, program designs, and presentations.
  • Translate technical results into plainlanguage explanations for policymakers.
  • Manage revisions and iterative updates based on stakeholder feedback.

Task E Documentation, Recordkeeping & Compliance (Continuous)

  • Maintain complete analytical workpapers, including calculations, datasets, and version histories.
  • Ensure documentation complies with PSSOP recordretention requirements.
  • Follow City requirements related to nondiscrimination, LEP accessibility, disclosures, ethics/gifts, and PHI Terms when applicable.
  • Support administrative tracking for deliverables and submission compliance.

Task F Presentations, Technical Clarifications & Support for City Review Processes (As Requested)

  • Provide technical explanations, model walkthroughs, and data clarifications during briefings.
  • Participate in presentations or interviews requested by City Council or relevant departments.
  • Respond to inquiries regarding calculations, data sources, fiscal impacts, or modeling decisions.
Quality Assurance, Documentation & Compliance
Conduct internal QA reviews for analytical accuracy, model validity, and error checking. Ensure all assumptions, methods, and data sources are fully documented. Maintain auditready documentation consistent with PSSOP requirements.

Required Qualifications
  • Experience in quantitative analysis, financial modeling, forecasting, or cost analysis in a publicsector or policy context.
  • Expertise with spreadsheets and database software and strong quantitative/analytical skills.
