Job Summary
Langan is seeking an experienced Senior Noise & Air Quality Specialist to support CEQA-focused environmental planning efforts across California. This is a part-time on-call role designed for a highly experienced technical specialist who can provide targeted support on an as-needed basis for land development, transportation, and infrastructure projects.
In this capacity, you will act as a senior technical advisor and contributor, partnering closely with CEQA subject matter experts, environmental planners, and project managers to deliver technically sound, defensible environmental analyses and documentation.
Job Responsibilities
  • Serve as a senior technical resource for noise, vibration, air quality, and greenhouse gas (GHG) analyses across CEQA-driven projects;
  • Prepare and/or review technical studies and CEQA documentation (e.g., EIRs, IS/MNDs, technical appendices) related to noise and air quality;
  • Develop and validate noise modeling and impact assessments for construction, operational, and transportation-related sources, including recommended mitigation measures;
  • Support project scoping and strategy, including identification of appropriate methodologies, thresholds, and regulatory considerations;
  • Provide peer review, QA/QC, and advisory input on technical analyses, modeling approaches, and impact conclusions;
  • Conduct or oversee air quality and GHG emissions modeling and documentation in support of CEQA compliance;
  • Collaborate with internal teams to integrate technical findings into comprehensive environmental documents and compliance strategies;
  • Support responses to agency comments, public review feedback, and legal defensibility considerations;
  • Engage in client coordination and multidisciplinary collaboration as needed to support project delivery; and
  • Contribute expertise toward refining internal training, best practices, methodologies, and technical guidance for noise and air quality analyses.

Qualifications
  • 12+ years of experience preparing and reviewing noise/vibration, air quality, and GHG analyses for CEQA projects (NEPA experience a plus);
  • Demonstrated ability to independently produce or review defensible CEQA technical documentation;
  • Strong working knowledge of California regulatory requirements, agency guidance, and accepted methodologies for noise, air quality, and GHG;
  • Experience conducting ambient noise field measurements using ANSI Type I sound level meters;
  • Familiarity with 23 CFR Part 772 and the Caltrans Traffic Noise Analysis Protocol;
  • Proficiency with industry-standard tools such as FHWA TNM, RCNM, CadnaA, SoundPLAN, or similar;
  • Proficiency with CalEEMod, EMFAC, and AERMOD for air emissions modeling;
  • Experience supporting or preparing Health Risk Assessments (HRAs);
  • Experience coordinating with regulatory agencies such as BAAQMD, SCAQMD, EPA, CARB, and local jurisdictions; and
  • Excellent technical writing and communication skills with the ability to provide clear, concise, and defensible analyses.

Certain US jurisdictions require Langan to include an estimate of salary or hourly ranges. The estimated range for this role is: $54-82 / hour. Actual compensation may vary based on factors such as related work experience, location, market conditions, education/training, certifications and other credentials, as well as applicable knowledge and skills. Certain roles may be eligible for overtime and participation in the firm's annual bonus and performance review program. Bonuses are discretionary and based on individual job performance and the profitability of the firm. Employees are also eligible to receive up to 20 days of paid vacation time, 10 days of paid sick time and 10 paid holidays throughout the year. Eligibility and actual paid time off may vary based on local law and factors such as hours worked, related work experience and level.
