Job description

OMB Business Analyst

Under the direction of the FISA OMB-DoE Entity Manager with wide latitude for independent judgment, s/he will serve as a business analyst in the Financial Systems Group of FISA-OPA. The primary focus of the analyst activities will be supporting the portions of the Financial Management System (FMS) application that manages budgeting-related functions. The primary responsibilities of the position are:

  • Support New York City OMB Business Groups and city government departments.
  • Support business users in the processing of business events. Prepare and execute task plans in collaboration with business owner(s) and other responsible parties.
  • Conduct simulations of major business event processing. Develop and execute testing plans, document procedures, and communicate test results.
  • Research and answer questions about FMS data, reports, and system functionality submitted by business users and escalated from the Call Center.
  • Work with the reporting team to develop and/or change FMS reports at the request of business users, upon approval from OMB. Gather report requirements, manage user acceptance testing, and communicate status of report development and delivery.
  • Perform forensic data analysis and reconciliation of budget and accounting data as part of issue resolution. Implement data fixes, if necessary, in collaboration with business owner(s) and FISA-OPA teams.
  • Investigate and resolve software issues and defects reported by business users and others.
  • Work with application developers/architects and support teams to research problems and find and implement solutions. Review programming code, as necessary, to determine the effort needed to make changes.
  • Analyze and document business requirements - with a focus on the budget preparation and budget maintenance components of FMS for both general and capital funds.
  • Analyze complex computer programming specifications to prepare structure charts or invocation diagrams.
  • Test software to ensure it meets specifications and identify any defects.
  • Manage all aspects of small software development projects.
  • Communicate issues and status to management and others.
  • Perform ad hoc tasks as directed and under the supervision of FISA-OPA senior management.

Preferred Skills/Experience:

  • Experience with FMS/3 Accounting or FMS Budgeting is preferred. Also acceptable is experience with any other analogous enterprise-wide management solution (e.g., Peoplesoft, SAP, etc.).
  • Extensive hands-on experience as an analyst supporting budgeting, accounting, and/or procurement software and business processes.
  • Extensive experience working with data analysis/reporting tools such as: SQL, MS Access, Excel, Crystal/BOXI Reports, and FMS InfoAdvantage Reports.
  • Strong analytical and problem-solving skills (i.e. analysis, problem re-creation, and very detailed oriented).
  • Good work task organizational skills and detailed follow-through skills are required to monitor and report on the status of development and to resolve issues that are uncovered.
  • Excellent communication (oral and written), and interpersonal skills are required.
  • Experience working in a large organization with complex procurement/purchasing processes.
  • Deep knowledge of full application development and deployment life cycle processes.
