Job Description:

Join General Dynamics IT and be a part of the team of men and women that solve some of the world's most complex technical challenges. We are seeking a Security Specialist - PERSEC to join the F-35 program in Arlington, Virginia.

The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers across multiple classification levels.

Support includes Controlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanning Continental United States (CONUS) and overseas operations globally.

The role of the Security Specialist - Personnel Security (PERSEC) (Senior) is to provide SME-level guidance and senior-level interface for all Personnel Security (PERSEC) functions supporting the F-35 JPO, including Program Access Request (PAR) management, Personnel Clearance (PCL) management, and Special Access Program (SAP) billet management:

  • Maintain personnel security files asrequiredin accordance withDoD and Intelligence Community (IC) security regulations

  • Assistwith updating personnel security clearance and access databases, including the Defense Information System for Security (DISS)

  • Provide Program Access Request (PAR) Management Support; support for all PARsregardinginternational members shall occur at the F-35 JPO Headquarters in Crystal City, Virginia

  • Provide Personnel Clearance (PCL) Management Support for on-site Government and DoD contractor personnel

  • Ensuresecurity clearances for on-site personnel are current based on position sensitivity and access level as reflected in the DoD system of record

  • Develop andmaintaina PERSEC management system that tracks all JPO personnel accessed to at least one SAP and monitors PAR processing timeliness from submission to adjudication

  • ProvideSME-level guidance on DoD Personnel Security Program (PSP) requirements per DoD Instruction (DoDI) 5200.02

Required Qualifications:

  • Master's Degree, OR Bachelor's Degree plus four (4) years ofadditionalwork experience in personnel security

  • A minimum of ten (10) years of experience performing PERSEC functions in support of DoD orintelligence communityprograms, including SAP PAR processing, clearance management, and access database maintenance

  • Demonstrated experience with the Defense Information System for Security (DISS) and related personnel security systems of record

  • Experience managing SAP indoctrination, debriefing, and billet management processes

  • Top Secret/SAR/SCI clearancerequired

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
