GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed.
The Regional AIP Program Director performs highly complex planning and research work in accordance with Department of Energy (DOE) Agreement in Principle (AIP), Pantex Grant, and all duties and responsibilities as outlined in TDEM'S responsibilities as agreed in the AIP Scope of Work (SOW) within the AIP contract. Work involves enhancing the preparedness of the Federal, State and local AIP members to mitigate, respond to, and recover from emergencies and disasters resulting from natural, technological, or man-made hazards. Plan, develop, and implement preparedness projects and aid division and program staff, governmental agencies, community organizations, or the public. Work is performed under moderate supervision, with latitude for the use of initiative and independent judgment.
Availability for after-hours and weekend work is required. Must have the ability to operate outside of regular working hours during activations in the field, DDEOC, or State Operations Center, and able to deploy from their assigned duty station for extended periods in the aftermath of a disaster without relief or with minimal rest.
Position is assigned a fleet vehicle.
*Salary is a fixed rate and is non-negotiable.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Coordinate, develop, and maintain portions of comprehensive emergency management plans, collaborating on preparedness projects and providing technical assistance.
Serve as a liaison to staff, government agencies, community organizations, or the general public to explain program specifics and requirements.
Conduct workshops, training sessions, public awareness activities, and seminars.
Monitor compliance with program policies and procedures, statutes, and rules, prepare administrative reports and specialized research projects.
Analyze operations, prepare reports with recommendations, evaluate information on service delivery systems, and recommend improvements for a more effective program.
Assist in collecting, organizing, and analyzing materials for program information and reports.
Develop program strategic plans, policies, and procedures, ensuring objectives are met and securing funding and expansion resources.
Evaluate program procedures and performance reports, oversee and approve program budgets, analyze statistics for progress tracking, and maintain activity records while providing progress reports.
May serve as a subject matter and technical resource in working groups or other related activities.
May participate as a State Operations Center activation team member.
Ability to travel 25%.
Face-to-face and person-to-person interactions are required.
Maintains a regular course of attendance during assigned work schedule and work extended hours as needed.

MINIMUM QUALIFICATIONS:
Education - Bachelor's degree from an accredited college or university or an equivalent combination of education and experience.
Experience - Minimum of eight (8) years' experience in emergency management, research, planning, program administration, or resource management that included preparation of emergency management, disaster preparedness, contingency, or operational plans is required.
Required Clearance - Must hold or be eligible to hold a U.S. DOE Q clearance.
*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Advanced knowledge of Nuclear Regulatory Commission.
Advanced knowledge of the Department of Energy's Agreement in Principle program.
Advanced knowledge of the facility managed and operated by Pantex for the U.S. Department of Energy/ National Nuclear Security Administration.
Must possess a working knowledge of radiobiological concepts.
Implement the entirety of the AIP Statement of Work (SOW).
Obtain and maintain DOE Q clearance to access Top Secret Restricted Data.
Advanced knowledge of grant management and fund monitoring.
Advanced knowledge of TDEM, FEMA, State, and Federal regulations, legislation, guidelines, policies, and procedures, with the ability to quickly assimilate information.
Demonstrates poise, tact, diplomacy, and the ability to establish positive relationships with internal/external customers.
Organized, flexible, and skilled in prioritization, meeting multiple deadlines without sacrificing accuracy or professionalism.
Capable of constructing and delivering clear, concise presentations to diverse audiences, with effective oral and written communication skills.
Proficient in accessing and utilizing relevant information, software, and systems, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Handles sensitive and confidential information responsibly, adhering to applicable laws, statutes, and policies.
Proficient in attention to detail, judgment, multitasking, and cooperative teamwork.
Availability for after-hour, weekend, holiday, overnight and emergencies is required, to include twelve (12)-hour shifts during State Operation Center activations/disaster response with limited relief.
Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system, or water treatment system.
REGISTRATION, CERTIFICATION OR LICENSURE:
Must possess a valid Texas driver's license or ability to obtain one at hire.
Must successfully complete the following courses within twelve (12) months of employment: ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, ICS-800 FEMA courses and any other training as determined. Obtain a Pro-Board Hazardous Materials Operations Certification within 18 months of employment.
