Our client, established in 1985, is water infrastructure services company specializing in wastewater and water field services. Their expertise includes routine maintenance, condition assessment, stormwater management, and meter services. They serve municipalities, utility owners, and engineering and construction firms - with an active client base that includes DC Water, WSSC, Baltimore City, Baltimore County, and Henrico County, VA. Our client has successfully completed extensive utility projects across the District of Columbia, Maryland, Virginia, Georgia, Alabama, Florida, and beyond.

Role Description

Our client is seeking an experienced and driven Project Manager to lead its fast-growing Meter Services Division.

This is a dual-mandate role: the Project Manager will take immediate ownership of active meter service contracts while simultaneously building the infrastructure, team, and processes needed to scale their meter services practice across their core markets. This is a full-time, on-site role based in one of their locations in the Washington DC-Baltimore or Atlanta, GA areas.

Key Responsibilities

Project Execution

  • Oversee and manage current meter service contracts, ensuring on-time, on-budget delivery

  • Manage daily field operations: crew deployment, production tracking, QA/QC, subcontractor coordination, and equipment utilization

  • Serve as the primary client liaison for public utility contacts; maintain proactive communication on schedule, issues, and deliverables

  • Ensure compliance with all contract requirements, safety regulations, and utility standards

  • Prepare and submit progress reports, as-built documentation, and invoicing packages to support timely billing

Division Building

  • Develop standard operating procedures, production standards, and QC protocols for the meter services division

  • Build and manage the field workforce, including hiring, onboarding, performance management, and retention of skilled technicians

  • Work closely with the CEO and estimating team to support business development, proposal preparation, and bid pricing for future meter contracts

  • Track division P&L, labor productivity, and job costs; identify and act on opportunities to improve margins and efficiency

  • Establish subcontractor and vendor relationships to support surge capacity and geographic expansion

  • Maintain awareness of the competitive landscape and emerging opportunities in Georgia and the broader Southeast

Qualifications

Required

  • About 10 years of project management experience in water/wastewater infrastructure, utility services, or a related civil/mechanical field

  • Experience with meter services to water utilities and municipalities

  • Demonstrated track record managing meter installation, replacement, service line, or distribution system projects for municipal or county utilities

  • Strong understanding of field operations: crew management, production metrics, material/equipment logistics, and site safety

  • Proficiency with contract administration, change order management, and client reporting

  • Willingness to travel regularly across the Mid-Atlantic region and to Southeast project sites

  • Excellent written and verbal communication skills, including the ability to represent REI in client-facing settings

Preferred

  • Prior experience on contracts with municipalities or water utilities in our core markets

  • Experience with gas utilities

  • Experience hiring and developing field crews from the ground up

  • Familiarity with compliance requirements and reporting obligations

  • PMP Certification
