Business Development Analyst - Public Safety
Information Management Services Department, Full-Time
Pay Range: $35.96 - $53.94
Job Summary: The Business Development Analyst (BDA) serves as a strategic partner and trusted advisor to IMSD clients by aligning the strategic goals of Milwaukee County, client departments, and IMSD to identify and deliver technology solutions that create business value. The BDA collaborates with stakeholders to understand business needs, operational challenges, and strategic priorities while considering budget, resource, and timeline constraints. Through business analysis, relationship management, and cross-functional collaboration, the BDA recommends and facilitates technology solutions that improve business processes, enhance service delivery, and support organizational objectives.
Experience supporting Public Safety organizations is highly preferred. The ideal candidate understands the unique operational demands of mission-critical environments and has experience building trusted partnerships, eliciting and documenting business requirements, leading technology initiatives, and working with technical teams to implement solutions that strengthen public safety operations.
Job Responsibilities:
  • Facilitate strategic client update meetings to understand a client department's strategy and vision in conjunction with current business practices to develop potential technology solutions that enhance business functions.
  • Manage client expectations regarding resource availability, work with client to strategize and prioritize business needs.
  • Partner with Business Relationship Manager and IMSD leaders to convey client priorities against the portfolio of client demand.
  • Facilitate the IMSD work intake process by translating and documenting client business and high-level functional requirements for review, approval, and execution.
  • Collaborate with sponsors to determine project scope, priority, and vision.
  • Conduct interviews to gather high-level functional business requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.
  • Support the Business Analyst (BA) in gathering and documenting detailed business requirements. BDA fills the BA role when a BA is not assigned.
  • Analyze and verify requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards.
  • Identify and establish scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics. Gain an understanding of client project priority to advocate for client's project during project intake.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Support IMSD work intake processes, including conveying client priorities, collaborating with clients on project timing, supporting sizing/estimating, and project execution.
  • Understand portfolio of IMSD projects and communicate impact to client departments.
  • Understand the business process and technology footprint to collaborate with client departments and identify areas for enhancement using process improvement tools. These enhancements may vary in both complexity and timing (e.g., ad-hoc assessments or projects that require portfolio management processes).
  • Assist in conducting research on software and hardware products to meet agreed-upon requirements and to support purchasing efforts. Assist in the development of request for proposals (RFPs), vendor contracts, and serve as the point of contact with vendors that provide maintenance on key client applications.
  • Participate in the QA of purchased solutions to ensure features and functions have been enabled and optimized.
  • Translate conceptual user requirements into functional requirements in a clear manner that is comprehensible to developers/project team.
  • Create process models (current state, future state, process flow diagrams, etc.), specifications, diagrams, and charts to provide direction to developers and/or the project team.
  • Develop and conduct peer reviews of business requirements to ensure that requirement specifications are correctly interpreted.
  • Assist with the interpretation of user requirements into feasible options and communicate these back to the business stakeholders.
  • Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicate changes, enhancements, and modifications of business requirements - verbally or through written documentation - to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
  • Provide guidance and / or instruction to junior staff members.
  • Research, review, and analyze the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes.
  • When assigned, adhere to the IMSD IT Project Management Office (IT PMO) standards and manage key aspects of projects, which includes project scope, timelines, budget, resource management, requirements, and status updates. This may also include managing contractors, consultants, and consultant relationships during projects.
  • Function as a conduit between IMSD's service delivery pillars and a client department (i.e., "voice of the customer") to understand technology issues, including documenting the problem, solving problems, or escalating within IMSD.
  • Coordinate with clients, vendors, IT Project Managers, and the IMSD Governance pillar to manage technology purchases, renewals, etc.
  • Other duties as assigned

Minimum Requirements:
  • Current resident of the State of Wisconsin.
  • Associate's degree in Information Technology, Business Administration, Computer Science, or a closely related field.
  • Three (3) or more years of experience in business analysis, business process analysis, requirements elicitation and documentation, process improvement, Lean principles and practices, and supporting technology-related projects.
  • Intermediate knowledge of business analysis methodologies, including requirements gathering, process mapping, process improvement, value stream mapping, stakeholder engagement, and business case development.
  • Experience supporting the development and execution of IT strategies, technology roadmaps, organizational change management initiatives, and working effectively in a matrixed organization.
  • Experience partnering with business stakeholders to analyze operational needs, identify opportunities for improvement, and translate business requirements into technology solutions.
  • Basic experience using project and work management tools such as Jira, Smartsheet, Microsoft Project, Microsoft Visio, or similar applications.
  • Intermediate understanding of project management principles, methodologies, and best practices.
  • Demonstrated ability to communicate effectively with technical and non-technical stakeholders, facilitate meetings, and build collaborative relationships across departments.

Preferred Previous Experience/Skills:
  • Bachelor's degree in Information Technology, Business, Process Enhancement, or a closely related field preferred. (2 years of experience with Bachelor's Degree may be considered)
