**This position has a $16,170/year housing allowance.
Position Summary
The Operations Manager is responsible for the operational excellence, safety, security, and cleanliness of the CWC Jackson Campus. This role serves as the central hub for building utilization, managing the master schedule, and ensuring the facility is accessible and secure. The Operations Manager oversees external vendors to ensure peak performance of HVAC-R, fire safety systems, janitorial services (maintaining APPA Level 2 standards), and groundskeeping. This position requires 24/7 availability for facility emergencies and critical access issues.
Examples of Duties
Access Control & Scheduling
  1. System Administration: Serve as the primary administrator for the facility's electronic access control system. Issue keycards/fobs to faculty, staff, and adjuncts, and manage user permission levels to ensure security protocols are met.
  2. Schedule Integration: Translate the Master Schedule into automated door programming. Ensure exterior doors unlock/lock automatically for scheduled classes, community education (Fun & Functional), and external events to balance accessibility with security.
  3. Master Scheduling: Manage the operations of the Outreach Center to prevent conflicts between academic credit classes, community education, external rentals, and maintenance windows.
  4. Key Management: Maintain a strict key inventory system for physical keys. Conduct regular audits of issued keys and retrieve credentials from departing staff.
  5. Opening/Closing: Establish and oversee procedures for opening and closing the facility daily.

Contractor & Vendor Management
  1. Custodial Services (APPA Level 2 - "Ordinary Tidiness"):Supervise third-party cleaning contractors to ensure the Center is maintained at APPA Level 2 standards at all times.
    • Standard: Floors and baseboards are bright and clean; there is no more than one day's accumulation of dust on surfaces; washroom fixtures are sparkling; and trash containers hold only daily waste.
    • Enforcement: Conduct regular Quality Assurance (QA) walkthroughs to verify standards are met before approving invoices.
  2. Grounds & Snow Removal (APPA Level 2 - "High-Level Maintenance"):Oversee landscaping and snow removal contractors to ensure APPA Level 2 grounds standards are maintained.
    • Standard: Turf is healthy and uniformly green; weed control is effective (less than 5% weeds); trees and shrubs are pruned annually; and paved surfaces are kept free of litter/debris.
    • Snow Removal: Given the Jackson climate, monitor weather forecasts to trigger snow removal proactively. Ensure "bare pavement" conditions for parking lots, sidewalks, and entryways immediately following weather events to prevent liability and ensure student safety.
  3. Building Systems Oversight: Manage contracts and performance for specialized building systems, specifically HVAC-R and fire alarm panels. Ensure Preventative Maintenance (PM) schedules are strictly followed to maintain warranty and safety compliance.
  4. Vendor Relations: Solicit bids/quotes, negotiate service agreements, and approve invoices for all contracted work.

Event Logistics & Support
  1. Event Coordination: Coordinate "cradle-to-grave" support for events. This includes room configuration, furniture setup/breakdown, AV troubleshooting, temperature adjustments, and coordinating post-event cleaning.
  2. Client Liaison: Act as the primary point of contact for event organizers regarding facility capabilities, power requirements, and load-in/load-out procedures.

Safety, Security, & Emergency Response
  1. Emergency Point of Contact: Serve as the primary first responder for facility emergencies (e.g., pipe bursts, power outages, fire alarm activations, security breaches), including after-hours availability.
  2. Compliance: Ensure the facility adheres to all local fire codes, ADA requirements, and OSHA safety standards.
  3. Fire Life Safety: Coordinate annual fire marshal inspections and regular testing of fire panels and sprinkler systems

Education & Experience
  • Bachelor's degree in Operations Management, Business Administration, or related field (or equivalent work experience).
  • Minimum of 3-5 years of experience in facility operations, preferably in an educational or public venue setting.
  • Experience negotiating with and managing outside contractors (Snow, HVAC, Cleaning) is required.
  • Experience with electronic access control systems (e.g., Salto, Honeywell, Lenel) is strongly preferred.
  • Familiarity with APPA (Association of Physical Plant Administrators) standards for Custodial and Grounds operations is highly preferred.

Skills & Competencies
  • Scheduling Proficiency: Expert user of scheduling software (e.g., Ad Astra, Google Calendar) to manage complex academic and community schedules.
  • Technical Knowledge: Working knowledge of commercial HVAC systems, fire panels, and general building mechanicals.
  • Communication: Strong verbal and written communication skills for interacting with faculty, students, vendors, and community members.
  • Problem Solving: Ability to troubleshoot building failures and access issues under pressure.

Physical Demands & Work Environment
  • Mobility: Must be able to walk the property extensively, climb ladders, and access mechanical rooms/roofs.
  • Lifting: Must be able to lift and move up to 50 lbs (tables, chairs for event setup).
  • Environment: Exposure to Jackson, WY outdoor weather conditions, particularly during snow removal coordination or grounds inspections.
  • Schedule: This role requires flexibility to work evenings and weekends based on the event schedule and emergency needs.
