JOB OVERVIEW:

The Manager of Pole Attachment & Make-Ready is responsible for managing pole attachment permit acquisition and make-ready engineering for Wire 3’s Fiber-to-the-Home (FTTH) construction projects. This role requires a self-driven, independent operator who can take ownership of the application process to secure aerial pole attachment permits across active and pipeline markets — meeting or exceeding project schedule. Responsibilities include coordinating with utility pole owners and engineering firms to secure timely pole attachment approvals, resolving make-ready design and construction issues, and keeping new-market fiber builds on track. The Manager works closely with OSP and Engineering leadership to remove permitting bottlenecks across the Southeast US. This role reports to the Vice President of PMO and is a remote position with periodic travel to regional offices and markets.

RESPONSIBILITIES:

  • Manage and drive the end-to-end pole attachment application process with investor-owned utilities, electric cooperatives, and municipal pole owners across all markets in the Southeast US
  • Track permit submission, review, and approval timelines for each project; escalate stalled applications with pole owners or their contracted engineering vendors
  • Coordinate make-ready engineering surveys, cost estimates, and construction scheduling with pole owners and third-party engineering firms
  • Review make-ready cost estimates and construction packages for accuracy and consistency with project scope and budget
  • Maintain a permit and make-ready tracking log by project, region, and pole owner; provide regular status reporting to Construction and New Market Development leadership
  • Identify and resolve conflicts involving pole ownership, existing attacher make-ready, and joint-use agreements
  • Coordinate the sequence of make-ready work ahead of fiber construction start dates
  • Serve as the primary point of contact for pole owner engineering and permitting departments including One-Touch Make-Ready (OTMR) processes where applicable
  • Support new market launch planning by providing pole attachment timeline estimates and permitting risk assessments
  • Review and interpret joint-use and pole attachment agreements; escalate contract or rate issues to Legal or management as needed
  • Maintain documentation for permit approvals, make-ready notices, and attachment records to support audit and compliance needs on the company platform
  • Other duties as assigned

REQUIRED SKILLS / ABILITIES:

  • Working knowledge of NESC clearance requirements, pole loading concepts, and make-ready construction practices
  • Understanding of FCC pole attachment rules and state-specific pole attachment and One-Touch Make-Ready (OTMR) regulations
  • Experience working with electric utilities, cooperatives, or municipal pole owners on attachment applications
  • Strong organizational skills with the ability to track permitting status across multiple concurrent projects and markets
  • Effective written and verbal communication skills for coordinating with external pole owners, engineering vendors, and internal teams
  • Proficiency with permit tracking spreadsheets or databases and general office software
  • Experience with pole attachment and make-ready software and tracking platforms preferred
  • Familiarity with GIS and mapping tools used to review pole routes and attachment locations preferred

EDUCATION / EXPERIENCE: 

  • 10+ years of experience in pole attachment permitting, make-ready engineering, and utility joint-use coordination in telecommunications and fiber construction required
  • Experience with FTTH or CLEC construction programs required
  • Bachelor’s degree in Engineering, Construction Management, or a related field preferred; equivalent combination of education and directly relevant experience will be considered

PHYSICAL REQUIREMENTS: 

  • This is a remote position with periodic travel to regional offices, active markets, and pole owner meetings
  • Attendance at company meetings as required
  • Prolonged periods of sitting at a desk and working on a computer
