Mesa Associates, Inc. is seeking an Organizational Development Specialist to work in the Richmond, VA area. The Organizational Development Specialist will report to the Power Delivery Substation Engineering Supervisor and work closely with the client in support of Organizational Development.

The Organizational Development (OD) Specialist applies a structured, evidence-based approach to improve organizational effectiveness by aligning people, processes, structure, and culture to support strategy execution. This role serves as both a diagnostic partner and change enabler, identifying systemic challenges and designing sustainable solutions that drive measurable business outcomes. The OD Specialist partners with leaders and teams to assess organizational health, implement strategic initiatives and build long-term capability through data-driven insights and continuous improvement practices. Success in this role requires balancing organizational changes with a strong focus on adoption, ensuring employees are engaged, supported, and equipped to sustain new ways of working.

Candidates should bring experience in organizational development, management consulting or related disciplines, with strengths in analytics, facilitation, relationship building, stakeholder engagement, and change management frameworks. Strong business acumen and the ability to translate strategy into actionable organizational interventions are essential. A successful candidate will demonstrate the ability to influence leaders and individual contributors alike, drive adoption of change initiatives, and deliver sustained improvements in organizational performance, engagement, and capability building.

Core OE Specialist Functions

    • Conduct organizational diagnostics, including health assessments, workforce analysis, and culture/readiness evaluations to identify root causes of performance challenges
    • Design and align organizational structures, roles, governance, and workflows to support strategic priorities and execution
    • Lead change management efforts, including impact analysis, communication strategy, stakeholder alignment, and adoption tracking
    • Develop and deliver capability-building initiatives such as leadership development, team effectiveness programs, and role-based training
    • Partner with leaders to translate business strategy into actionable organizational and talent plans, ensuring alignment across teams and functions
    • Establish and monitor success metrics (KPIs), adoption measures, and feedback loops to reinforce behavior change and continuous improvement
    • Facilitate prioritization, workforce planning, and resource alignment to ensure focus on high-impact, strategically aligned work
    • Support a people-centered approach to transformation by addressing resistance, enabling learning, and sustaining new behaviors beyond implementation

    Knowledge, Skills, and Abilities

    • Possess solid verbal and written communications skills. Ability to coordinate with and interface with clients, vendors, engineers, colleagues, and other electric utilities personnel at a high professional level
    • Display strong interpersonal skills to build relationships and work effectively with clients, peers, and affiliates
    • Strong capability in Microsoft Word, Excel, scheduling software and possess working knowledge of corporate accounting practices and business operations
    • Willingness to develop, promote and comply with Mesa safety requirements
    • Ability to travel for project requirements
