ICF's Power Markets team supports investment decisions, asset development, mergers and acquisitions, resource planning, and policy evaluation across all major U.S. power markets, including ERCOT, PJM, NYISO, ISO-NE, MISO, SPP, CAISO, WECC, and SERC.

About the Role

ICF is seeking an Energy Markets Consultant / Senior Consultant to join our growing Power Markets practice. In this role, you will work with leading energy industry participants to evaluate investment opportunities, forecast market outcomes, assess risks, and develop strategies in an increasingly complex energy environment.

You will contribute to projects involving power market forecasting, asset valuation, transmission and interconnection analysis, renewable energy development, battery energy storage systems (BESS), resource adequacy, data center load growth, and energy transition initiatives.

Working alongside experienced industry professionals, you will gain exposure to a broad range of technical, financial, and strategic issues affecting U.S. electricity markets while developing expertise that directly influences major investment and business decisions.

What You Will Be Doing

  • Perform quantitative, economic, and technical analyses of U.S. power markets using commercial market models, proprietary tools, and large datasets.

  • Develop long-term forecasts of energy, capacity, ancillary service, and renewable energy market outcomes.

  • Evaluate renewable energy, battery storage, conventional generation, transmission, and emerging energy investments.

  • Analyze market fundamentals including load growth, fuel prices, transmission congestion, generation retirements, policy changes, and new resource additions.

  • Support interconnection and transmission analyses, including assessments of queue activity, network upgrade costs, congestion impacts, and project economics.

  • Assist with asset valuations, project financing analyses, acquisition due diligence, and M&A support engagements.

  • Collaborate with colleagues to enhance ICF's proprietary forecasting methodologies, databases, and analytical tools.

  • Prepare client presentations, technical reports, and market insights that effectively communicate complex findings to diverse audiences.

  • Support business development initiatives through market research, proposal preparation, conference participation, and thought leadership.

Minimum Qualifications

Consultant

  • Bachelor's degree or Master's degree in Engineering, Economics, Finance, Operations Research, Mathematics, Energy Systems, Statistics, or a related quantitative field

    • Bachelor's degree AND 2 to 4+ years of experience in energy markets, power systems, energy economics, market analysis, consulting, trading, utility planning, or a related field

    • Master's degree AND 1 to 3+ years of experience in energy markets, power systems, energy economics, market analysis, consulting, trading, utility planning, or a related field

  • Analytical and problem-solving skill experience

  • Experience using Excel and quantitative analysis tools

Senior Consultant

  • Bachelor's degree or Master's degree in Engineering, Economics, Finance, Operations Research, Mathematics, Energy Systems, Statistics, or a related quantitative field
