Oracle HCM Functional Lead
Position Summary

The Oracle HCM Functional Lead is responsible for providing functional leadership, solution design, and business process expertise for Oracle HCM Cloud. This role serves as a key liaison between Human Resources, Payroll, business stakeholders, IT, and technical teams to ensure Oracle HCM solutions effectively support organizational requirements and strategic objectives.

The Functional Lead will lead requirements gathering, process analysis, solution design, configuration oversight, testing, implementation, and ongoing optimization across relevant Oracle HCM modules.

Key Responsibilities
  • Lead the functional design and delivery of Oracle HCM Cloud solutions across areas such as Core HR, Absence Management, Benefits, Workforce Structures, Talent, Compensation, Recruiting, Payroll, and Time & Labor, as applicable.
  • Partner with HR and business stakeholders to understand business requirements and translate them into scalable Oracle HCM solutions.
  • Lead discovery sessions, requirements workshops, process reviews, and future-state design activities.
  • Evaluate existing HR processes and recommend opportunities for standardization, simplification, automation, and continuous improvement.
  • Develop functional solution designs, business process documentation, configuration specifications, and other implementation deliverables.
  • Provide functional direction to Oracle HCM configuration and technical teams.
  • Review configuration and integrations to ensure alignment with approved business requirements and Oracle best practices.
  • Coordinate functional testing, including test planning, test case development, system testing, integration testing, regression testing, and user acceptance testing.
  • Support data conversion, validation, reconciliation, and data quality activities.
  • Partner with technical teams on integrations, reporting, security, interfaces, and other technical dependencies.
  • Lead defect triage and resolution, assessing business impact and determining appropriate solutions.
  • Support production deployments, releases, patches, and post-production stabilization.
  • Identify opportunities to leverage new Oracle HCM functionality and recommend enhancements based on business priorities.
  • Develop and maintain functional documentation, process maps, configuration documentation, and knowledge-transfer materials.
  • Provide guidance and mentorship to functional analysts and other project team members.
  • Manage competing priorities and communicate risks, issues, dependencies, and decisions to project and business leadership.
  • Serve as a trusted functional advisor to HR leadership and key business stakeholders.
Required Qualifications
  • Bachelor's degree in Information Systems, Human Resources, Business, or a related field, or equivalent professional experience.
  • 7+ years of experience supporting or implementing enterprise HR systems, with significant Oracle HCM Cloud experience.
  • Demonstrated experience leading Oracle HCM functional workstreams or implementations.
  • Strong understanding of HR business processes and the relationship between functional requirements, system configuration, integrations, data, and reporting.
  • Experience with requirements gathering, functional design, configuration, testing, deployment, and production support.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work effectively with both technical and non-technical stakeholders.
  • Demonstrated ability to manage multiple priorities in a complex enterprise environment.
Preferred Qualifications
  • Oracle HCM Cloud certification(s).
  • Experience leading large-scale Oracle HCM implementations or transformations.
  • Experience with Oracle quarterly updates, release management, and impact assessments.
  • Knowledge of Oracle HCM integrations, including HCM Extracts, HDL, REST/SOAP APIs, and integration platforms.
  • Experience with Oracle HCM security, roles, and data access.
  • Experience with Oracle reporting tools such as OTBI and BI Publisher.
  • Experience working in highly regulated, audit-sensitive, or complex enterprise environments.
  • Experience with Agile, hybrid, or traditional project delivery methodologies.
