Job description

General Purpose

Provides technical leadership, engineering design, provisioning and support of the company's enterprise-wide private utility telecommunications OT infrastructure, including complex and business-critical engineering projects.  Develops engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments associated with the planning, design, licensing, constructions, operation, and maintenance of the company's generation, transmission, distribution, telecommunication, or other utility facilities/systems.  Implement technology standards, designs, policies, and practices for telecommunications enterprise systems to ensure they address company needs while following industry best practices.

This position is a subject matter expert for performing numerous technical tasks related to FCC licensing functions, including new frequency coordination and licensing, new or renewal applications (including tracking mobile radio frequency usage), assessing build-outs required to hold frequencies, tracking power line carrier frequencies/lines, responding to 3rd party transmission requests, tracking MAS master/remote radio locations, FCC database administration, FAA/FCC ASR applications, and general engineering design, configuration, and support of company's operational telecommunications systems.

This position is available at multiple levels.  Applicants will be considered for the level that best matches their education and experience. 

Responsibilities
  • Independently conduct engineering research studies and technical analyses in areas of specialized expertise not commonly available or obtainable in the competitive engineering market. Perform tasks related to FCC licensing & database administration, frequency coordination, FAA/FCC ASR applications, mobile radio buildouts & frequencies, site agreements, MAS radio administration, property/site/frequency information requests, power line carrier management, etc.
  • Develop engineering studies, plans, specifications, calculations, evaluations, and design documents.
  • Coordinate with various engineering disciplines, project engineers/managers, and customer representatives to design telecom transport system based on anticipated requirements.
  • Design major network and communications systems.  Create and update networking system diagrams, equipment diagrams, etc. and implement moderately complex provisioning of connected systems.
  • Provide budget estimates for construction project requirements.
  • Provide technical input during project planning development.
  • Deliver on commitments, performing site visits and coordinating with field personnel when necessary to accomplish assigned work.
  • Maintain project timelines and budgets.
  • Develop detailed design specifications and prepare bid packages for external engineering services and similar contracts to support the needs of the business.
  • Review, investigate and evaluate system and equipment performance, tests and analyses performed by engineering staff.
  • Participate in government, industry, collegiate and other applicable associations or work groups which have the ability to influence or set policy impacting the future of our utility.
  • Recommend alternative engineering solutions to senior engineers/management to meet business needs. Assist in analyzing and developing standard engineering
Requirements
  • Bachelor's degree in engineering from an accredited college/university.
  • Basic knowledge of telecommunications or networking experience.
  • Ability to document design of systems using computer-aided drafting program or equivalent software.
  • Basic knowledge of trunking, circuit design, synchronous optical networking, team division multiplexing, T1's, integrated services digital network, Frame Relay, voicemail, private branch exchange administration and scripting, asynchronous transfer mode and microwave and radio communication.
  • Able to perform tasks related to FCC licensing & database administration, frequency coordination, FAA/FCC ASR applications, mobile radio buildouts & frequencies, site agreements, MAS radio administration, property/site/frequency information requests, power line carrier management, etc.
  • Effective oral and written communication skills.
  • Effective analytical, problem-solving and decision-making skills.
  • Ability to prioritize and handle multiple tasks and projects concurrently.

In addition to the above, a level II Telecom Engineer requires

  • Three years of telecommunications or networking experience.
  • Knowledge of large call center operational requirements.
  • Ability to perform effectively in high-pressure situations while maintaining focus and calmness.

In addition to the above, a level III Telecom Engineer requires

  • Five years of industry experience as a practicing engineer, including experience performing highly technical work of a specialized nature.
  • Project management and leadership skills, including the ability to work as a team member, maintain project timelines, budgets, and deliver on commitments.
  • Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations.
  • Knowledge of applicable federal, state and local laws and regulations and the National Electric Code.
  • Knowledge of information technology terms, equipment, systems, functions and major vendors.
Preferences
  • Project management professional (PMP) designation.
  • Professional Engineering (PE) license strongly preferred; may be required based upon role.
  • Engineering experience specifically related to industrial power systems or electric utility power systems.
  • Working knowledge of telecom/transport network terminology and systems.
  • Working knowledge of serial communication standards, including TIA-232-F (RS-232) and TIA-485(-A) (RS-485).
  • A solid understanding of fiber transport and microwave/wireless system technologies, including TDM-based communications systems.
