POSITION SUMMARY: 
The Integrated Logistics Support Manager (ILSM) is responsible for planning, developing, and executing comprehensive logistics support strategies for Vigor Marine Fabrication programs. This role ensures that all elements of Integrated Logistics Support (ILS) are aligned with program requirements to deliver fully supportable, mission-ready vessels to the customer. The ILSM leads cross-functional coordination across engineering, production, supply chain, and test organizations to optimize lifecycle readiness, availability, and sustainment. The ILSM reports directly to the Sustainment & Support Lead, who in turn reports directly to the Vigor Marine Fabrication Vice President & General Manager.
 
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

ILS Program Leadership
  • Develop and implement the program’s Integrated Logistics Support Plan (ILSP)
  • Lead all ILS elements across the product lifecycle, from design through delivery and sustainment
  • Serve as the primary interface with customer logistics representatives (e.g., U.S. Army Transportation Division, NAVSEA, SOCOM)
  • Ensure compliance with contractual requirements, DoD standards, and watercraft specifications
 
Lifecycle Logistics Management
  • Oversee provisioning, technical data, maintenance planning, training, and supply support
  • Ensure alignment of logistics products with watercraft delivery milestones
  • Manage development and delivery of ILS deliverables, including:
    • Provisioning Technical Documentation (PTD)
    • Maintenance Task Analysis (MTA)
    • Level of Repair Analysis (LORA)
    • Technical manuals and Interactive Electronic Technical Manuals (IETMs)
    • Spares & Repairs Inventory and Status Reports
    • Top 10 Degrader List
 
Reliability & Maintainability Integration
  • Collaborate with engineering teams to incorporate reliability, maintainability, and supportability into system design
  • Monitor and report on key metrics such as Ao (Operational Availability), MTBF, and MTTR
  • Lead development and maintenance of the Top Degrader List and corrective action tracking
  • Conduct Failure Analysis, to include:
    • Failure Data Collection
    • Failure Modes, Effects and Criticality Analysis (FMECA)
    • Root Cause Analysis (RCA)
    • Reliability Growth & Trend Analysis
    • Corrective Action Development
    • Define and negotiate Performance Based Logistics (PBL) performance metrics (e.g. Ao, MTTR, MTBF, fill rate, etc).
    • Develop and own the Product Support Business Case Analysis as the PBL Program matures
    • Ensure incentive milestones are successfully achieved
    • Integrate and manage all Integrated Logistics Support (ILS) elements
    • Develop Statements of Work (SOWs) for suppliers
    • Develop, manage and report on all ILS related metrics
    • Oversee Level of Repair Analysis (LORA) as required
    • Develop Root Cause Analysis (RCA) and oversee implementation of Corrective Actions
    • Prepare Earned Value (EV) reports as required
 
Human Systems Interface Analysis
  • Review and influence design of:
    • Control panels and displays
    • Bridge systems and CIC layouts
    • Maintenance access point
  • Identify risks such as:
    • Poor maintainability
    • Unsafe access paths
    • Human error traps
  • Participate in:
    • Land-based test sites (LBTS)
    • Shipboard trials
    • Validate that systems meet usability and safety requirements
  • Contribute to:
    • System Safety analyses (e.g., FMEA, FHA
  • Ensure systems are designed with training in mind:
    • Support development of technical manuals and procedures
    • Influence training system requirements (simulators, courseware)
 
Supply Chain & Material Support
  • Coordinate with supply chain and material planning teams to ensure timely availability of spares and repair parts
  • Oversee initial outfitting and allowance parts list (APL) development
  • Support provisioning conferences and logistics reviews with the customer
 
Testing & Delivery Support
  • Support system testing, trials, and delivery events to ensure logistics readiness
  • Participate in design reviews, test readiness reviews (TRRs), and delivery reviews
  • Ensure all logistics products are complete and accepted prior to ship delivery
 
Team Leadership & Management
  • Lead and mentor a team of ILS analysts and logistics professionals
  • Manage budgets, schedules, and resource allocation for ILS activities
  • Provide status reporting to program leadership and stakeholders
 
Program Battle Rhythm Support
  • Coordinate recurring project meetings, including cost reviews, schedule reviews, and project status meetings.
  • Track action items and distribute meeting minutes to ensure timely follow-up.
  • Assist in preparing project performance briefings and management reporting.
 
Lessons Learned and Continuous Improvement
  • Support the documentation of project lessons learned and improvement opportunities.
  • Assist in capturing and sharing best practices across projects to improve project execution and performance management.
 
JOB SCOPE:
The Integrated Logistics Support Manager (ILSM) is a key member of the Vigor Marine Fabrication Sustainment and Support Group. The Sustainment and Support Group includes ILSM, Sea Trials & Test, Field Service and Sustainment Project Management.
 
SUPERVISORY RESPONSIBILITY:
This position requires management of up to 4 ILS employees, representing Reliability, Maintainability & Supportability; Spares & Repairs Support; Training & Technical Publications.
 
KNOWLEDGE SKILLS AND ABILITIES:   
  • Strong knowledge of DoD ILS policies, standards (e.g., MIL-STD-1388, GEIA-STD-0007, MIL-STD-1629A – FMECA, MIL-STD-217 – Reliability prediction, MIL-HDBK-338 – Electronic reliability design, SAE JA1011/1012 – Reliability-Centered Maintenance (RCM) , MIL-STD-882 – System Safet and NAVSEA and/or Army Watercraft requirements
  • Experience with provisioning systems, maintenance planning, and technical documentation
  • Demonstrated ability to lead cross-functional teams in a complex program environment
  • Experience supporting U.S. watercraft building programs
  • Familiarity with watercraft systems (mechanical, electrical, combat systems)
  • Experience with logistics databases and tools (e.g., PowerLOG-J, CDMD-OA, Teamcenter)
  • Experience with PTC Windchill, MATLAB or Simulink is preferred

EDUCATION AND/OR EXPERIENCE:
  • 8 – 12+ years of experience in Integrated Logistics Support, preferably in shipbuilding or watercraft development defense programs 
  • Bachelor’s degree in Engineering, Engineering Management, Industrial Engineering, Business, Program Management, or a related technical or analytical discipline from an accredited institution is preferred.
  • Professional certifications related to project or program management (such as PMP or equivalent) are preferred.
  • Experience with project controls, cost management, earned value management, or program performance reporting in a complex project environment is preferred.
  • Experience in ship repair, shipbuilding, heavy industrial manufacturing, defense programs, or other technically complex production environments is preferred.
