Talent Acquisition Operations Program Manager
Location: Draper, UT
Work Arrangement: Hybrid, based from Draper, UT home office
About the Role
Kelso Industries is looking for a Talent Acquisition Operations Program Manager to help build and improve the programs, processes, tools, reporting, and recruitment marketing infrastructure that support our Talent Acquisition team.
This role is a great fit for someone who enjoys creating structure, solving process problems, managing programs, and turning ideas into repeatable tools and workflows. You'll work closely with the Director of Talent Acquisition, recruiters, HR partners, Marketing/Communications, and business leaders across our operating companies to help Talent Acquisition run with greater consistency, visibility, and efficiency.
This is a hands-on role with meaningful ownership. You will help build the foundation for key recruiting programs such as university recruiting, trade school partnerships, military and veteran hiring, internships, hiring events, candidate experience, hiring manager enablement, recruitment marketing, employer value proposition materials, reporting, and future ATS improvements.
As Kelso continues to grow, this role will help us create more scalable recruiting programs, stronger candidate-facing materials, better reporting, and more consistent recruiting processes across our divisions and operating companies.
What You'll Do
  • Build and improve recruiting processes, workflows, templates, playbooks, and standard operating procedures.
  • Help identify recruiting trends, bottlenecks, and opportunities to improve speed, quality, and consistency.
  • Build the operating framework for university recruiting, trade school partnerships, military and veteran hiring, internships, and hiring events.
  • Maintain relationship trackers, event calendars, outreach templates, candidate follow-up workflows, and program reporting.
  • Partner with recruiters and business leaders to align recruiting programs to current and future workforce needs.
  • Partner with TA leadership, Marketing/Communications, and OpCo leaders to help build and improve recruitment marketing materials, employer brand content, and candidate-facing messaging.
  • Support the development of OpCo-specific employee value proposition materials that highlight culture, career paths, project work, leadership, benefits, training, and growth opportunities.
  • Help create and maintain job ad templates, campaign messaging, employee testimonial content, career page content, social recruiting materials, and hiring event collateral.
  • Partner with recruiters to improve job postings so they are clear, compelling, accurate, and aligned to the needs of the target candidate audience.
  • Track the effectiveness of recruitment marketing channels and campaigns, including job boards, social platforms, career pages, hiring events, and candidate source data.
  • Create tools and resources that improve the hiring manager experience, including intake guides, interview guides, scorecard instructions, and process maps.
  • Build candidate communication templates, follow-up standards, and feedback tools to improve the candidate experience.
  • Manage TA project plans, timelines, milestones, risks, and follow-up actions.
  • Track recruiting vendor usage, job board performance, channel effectiveness, and recruitment marketing materials.
  • Maintain a centralized library of recruiting collateral, EVP messaging, OpCo overview materials, job ad language, outreach templates, hiring event materials, and candidate-facing content.
  • Help create consistency in how recruiters and hiring teams use Greenhouse and future recruiting systems.
  • Support future Workday ATS readiness through process documentation, testing coordination, and change readiness materials and maintenance partnership post launch.
  • Build and manage recurring recruiting reports, dashboards, scorecards, and leadership updates.
  • Monitor recruiting data quality, including candidate stages, source tracking, dispositions, requisition status, and hiring activity.

What We're Looking For
  • 3+ years experience in recruiting operations, talent acquisition, HR operations, program management, recruiting coordination, recruiting systems, recruitment marketing, workforce programs, or a related area.
  • 1+ years experience with university recruiting, trade school recruiting, military hiring, internships, hiring events, workforce programs, or recruitment marketing.
  • Proven experience with EVP content and building employer branding.
  • Demonstrated strong organizational and project management skills.
  • Ability to build processes, tools, templates, reports, trackers, and repeatable workflows.
  • Experience working with applicant tracking systems; Greenhouse or Workday experience is a plus.
  • Comfort working with recruiting data, reports, dashboards, and candidate source information.
  • Strong attention to detail and follow-through.
  • Ability to manage multiple projects and priorities at the same time.
  • Strong communication skills and the ability to work with recruiters, HR partners, hiring managers, business leaders, vendors, Marketing/Communications, and external partners.
  • Ability to create clear, practical, candidate-facing and internal materials.
  • Comfort working in a fast-paced, decentralized, multi-location organization.
  • Experience in construction, skilled trades, MEP, industrial services, field services, or multi-site organizations is a plus.

In this role, success means helping the TA team operate with better structure, stronger data, clearer processes, more effective candidate messaging, and more scalable programs.
You'll help build effective sourcing strategies, improve recruiting process consistency, reporting visibility, candidate experience, hiring manager enablement, recruitment marketing quality, EVP consistency, program execution, and overall recruiter productivity.
You'll also play an important role in helping Kelso build the recruiting infrastructure needed to support continued growth across our divisions and operating companies.
