Role Overview TAS is seeking a Program Manager to serve as the primary delivery owner and client-facing lead for a high-visibility digital modernization initiative supporting a Texas state agency. This role carries full accountability for the successful execution of the program and is responsible for leading the engagement day-to-day on behalf of TAS.

The Program Manager functions as the authoritative delivery lead, owning scope, schedule, quality, risk, and stakeholder alignment, while serving as the primary interface between client leadership and TAS internal leadership. This role requires strong executive presence, disciplined judgment, and the highest standards of professionalism, accountability, and transparency. The Program Manager works in close partnership with the Solution Architect, who owns the technical and architectural aspects of the solution.

Together, these roles ensure that delivery execution, technical design, and architectural decisions remain aligned, feasible, and governed throughout the lifecycle of the program. In addition to overall delivery ownership, the Program Manager serves as the acting Scrum Master, enforcing Agile discipline, facilitating ceremonies, removing impediments, and ensuring the delivery team operates effectively within TAS's governed Agile delivery framework. This is a full-time, fully remote role, operating within an onshore delivery model.

Key Responsibilities Serve as the single, accountable delivery owner for the engagement, responsible for end-to-end execution and outcomes Act as the primary client-facing lead, representing TAS in all day-to-day interactions with client leadership and stakeholders Serve as the central interface between client leadership and TAS executive leadership, ensuring alignment, transparency, and timely escalation Own and manage program scope, schedule, quality, risks, issues, and dependencies Partner closely with the Solution Architect, who owns solution architecture and technical design authority, to ensure delivery plans align with architectural decisions and technical constraints Lead delivery execution within a formally governed Agile delivery model, serving as the acting Scrum Master Facilitate Agile ceremonies including sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives Enforce delivery discipline, accountability, and commitment management across the delivery team Utilize Azure DevOps (ADO) as the mandated system of record for sprint management, backlog tracking, defect management, and RAID (Risks, Actions, Issues, Decisions) tracking Lead cross-vendor coordination and dependency management with external partners, specifically Indigov/GovDelivery and DIR telephony providers, to ensure seamless integration and service continuity Oversee the structured migration of legacy data, ensuring validation, reconciliation, and alignment with state records retention and data governance policies Proactively identify, manage, and resolve delivery risks, impediments, and dependencies Coordinate QA execution, defect management, UAT coordination, and acceptance evidence preparation Manage change requests and scope adjustments through formal governance and approval processes Prepare and deliver clear, accurate, executive-level status reporting and escalation materials Uphold the highest standards of professionalism, accountability, and stewardship in all client and internal interactions Support accessibility validation, compliance tracking, audit-readiness, and formal acceptance activities Required Skills & Experience U.S.-based candidate (onshore delivery requirement) 8–12+ years total project / program management experience 5+ years leading enterprise or public-sector technology programs Demonstrated experience owning delivery accountability and client-facing leadership Proven experience serving as a Program Manager, Senior Project Manager, or Delivery Lead on enterprise CRM or digital modernization initiatives Demonstrated experience acting as Scrum Master for Agile delivery teams Strong understanding of Agile delivery practices within structured, governance-driven environments Experience managing senior technical and functional resources across multiple workstreams Proficiency with Azure DevOps (ADO) for sprint management, backlog tracking, defect management, and RAID tracking Strong experience producing delivery plans, RAID logs, status reports, and executive communications Ability to translate complex delivery activity into clear, actionable updates for technical and non-technical stakeholders Exceptional organizational, facilitation, communication, and risk management skills Preferred Experience Experience delivering programs in state, federal, or public-sector environments Familiarity with compliance-driven delivery, including accessibility, auditability, and formal acceptance processes Experience supporting large, multi-year, highly visible government programs Public-sector experience is strongly desired, but not required.
