Job Description:

GDIT is seeking a Deputy Program Manager (DPM) to support the Army Persistent Overhead GEOINT Exploitation Enterprise Support Services (APOGEE) contract in support of U.S. Army Intelligence and Security Command (INSCOM).

The Deputy Program Manager serves as the principal operational support lead to the Program Manager (PM), helping ensure continuity of operations, workforce stability, mission execution, and customer responsiveness across a large GEOINT contract workforce.

This position requires a strong blend of operational GEOINT experience, personnel leadership, customer engagement, and program execution within a classified environment. The ideal candidate is a proactive leader capable of managing day-to-day workforce operations in support of PM objectives and priorities.

Responsibilities

  • Support the Program Manager in execution of all contract requirements, deliverables, staffing actions, and operational priorities.

  • Serve as the primary day-to-day workforce management lead across the contract.

  • Maintain close coordination with all stakeholders to ensure operational alignment and responsiveness.

  • Develop, refine, and sustain operational processes that improve mission effectiveness and reduce administrative burden on GEOINT analysts.

  • Identify and resolve workforce, staffing, security, scheduling, and operational issues before they impact mission execution.

  • Maintain awareness of customer priorities, operational tempo, staffing requirements, and contract performance metrics.

  • Support recruiting, onboarding, retention, and professional development efforts for cleared GEOINT personnel.

  • Assist with execution tracking, staffing coordination, reporting, risk management, and compliance activities.

  • Foster a professional, accountable, and mission-focused workforce culture in a dynamic operational environment.

  • Support continuity of operations during surge events, staffing transitions, and evolving mission requirements.

  • Assume program management responsibilities in the absence of the PM.

Required Qualifications

  • Active TS/SCI security clearance.

  • Project Management Professional (PMP) certification.

  • MA/MS degree in Business, Remote Sensing, Cartography, Geography, Intelligence Studies, or related field AND 6 years of management experience; OR BA/BS degree and 10 years of management experience.

  • Minimum 6 years of supervisory experience supporting U.S. Army, DoD, or Intelligence Community programs involving intelligence analysis operations.

  • Demonstrated experience leading or supporting large operational workforces in classified environments.

  • Strong understanding of DoD intelligence processes, GEOINT operations, intelligence oversight, and security procedures.

  • Demonstrated ability to manage competing operational priorities in fast-paced mission environments.

  • Excellent communication, organizational, and interpersonal skills, including the ability to interface effectively with senior Government personnel and contract staff.

  • Experience supporting workforce management activities including staffing coordination, personnel accountability, onboarding, and operational continuity.

  • Strong analytical and problem-solving skills with the ability to independently resolve operational challenges.

Desired Qualifications

  • Prior experience supporting INSCOM or Army GEOINT missions.

  • Experience managing cleared analyst workforces in a 24/7 or high-operational-tempo environment.

  • Familiarity with Army GEOINT organizational structures, mission workflows, and operational support requirements.

  • Experience supporting contract execution within Cost-Plus or Time-and-Materials environments.

  • Experience with workforce modernization, process improvement, or operational transformation initiatives.
