Job description

COLSA Corporation is seeking an experienced IT Functional Manager to lead enterprise IT operations supporting the NASA Shared Services Center (NSSC) at Stennis Space Center, MS. This role provides leadership for a multidisciplinary team responsible for delivering mission-critical IT services that enable NASA's workforce and operations. The successful candidate will oversee service delivery, drive operational excellence, partner with NASA stakeholders, and lead continuous improvement across a diverse portfolio of enterprise IT initiatives. Work Location: Candidates must currently reside within a commutable distance of Stennis Space Center, MS and be able to work on site as needed to support collaboration, system implementations, operational support, troubleshooting, and customer engagement. Principal Duties and Responsibilities (*Essential functions) * Lead a team of approximately 20 IT professionals (developers, analysts, and desktop technicians) providing enterprise IT support for the NASA Shared Services Center (NSSC) and Stennis Space Center in accordance with the NTSS Performance Work Statement. * Manage all personnel actions for team including recruiting, hiring, performance management, employee development, and other personnel-related activities. * Provide technical and operational leadership across enterprise IT initiatives, including ServiceNow, enterprise architecture, Agile/Scrum, change management, process improvement, workflow mapping, SOP/work instruction development, organizational design, talent management, performance measurement and reporting, business case development, strategic workforce planning, and meeting facilitation. * Establish acceptance criteria and collaborate with NASA to ensure successful delivery of IT services. * Ensure contract deliverables meet contract performance requirements, quality standards, and customer expectations. * Partner with NASA stakeholders to support existing operations, evolving requirements, and future initiatives. * Manage service growth and workforce planning to ensure staffing and resources effectively support operational requirements. * Ensure required contract, operational, and service documentation is accurate, complete, and maintained. * Serve as a subject matter expert in IT and Information Assurance (IA) technologies and methodologies supporting NASA Shared Services operations. * Participate in planning discussions for future projects and initiatives. * Perform other duties as assigned. Learn about our employee-centric culture and benefits here: https://www.colsa.com/culture_benefits Required Experience * Bachelor's degree in a related field or equivalent experience. * Minimum of 10 years of functional area experience, including at least 3 years leading projects and/or technical teams. * Must currently reside within a reasonable commuting distance of Stennis Space Center, MS and be able to work on site as needed. * Experience leading and developing technical teams, including performance management and employee development. * Expert knowledge of ServiceNow, Agile/Scrum, developer management, change management, process improvement, workflow mapping, SOP/work instruction development, performance measurement and reporting, business case development, and meeting facilitation. * Expert knowledge of Information Assurance (IA) and the application of Artificial Intelligence (AI) to business processes and operations. * Experience with Microsoft Power Platform, including Power BI and Power Apps. * Experience supporting large, complex enterprise environments. * Experience managing cost, schedule, and performance. * Experience developing technical documentation, project documentation, reports, presentations, and other professional correspondence. * U.S. citizenship required. Must be able to successfully undergo a background investigation for a NASA Public Trust position. Skills: * Strong leadership, verbal and written communication, critical thinking, integrity, organizational, problem-solving, and multitasking skills. * Self-starter with the ability to work independently, take initiative, and manage multiple priorities with minimal supervision. * Ability to quickly learn, adapt, and apply new concepts and technologies. * Advanced proficiency with Microsoft Teams, Microsoft Word, PowerPoint, and Outlook. Preferred Qualifications * Experience supporting enterprise IT operations within NASA or another federal government agency. * Professional certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), ServiceNow, or Microsoft Power Platform.
