The City of Victoria is hiring a Supervisor - Transportation Operations to oversee transportation operations programs, projects, and staff supporting the safe and efficient movement of people throughout the city.

Due to the operational requirements of the role, the successful candidate will be expected to work in the office a minimum of four (4) days per week for the duration of this temporary assignment.

Auxiliary status employees will be paid an additional 15% in lieu of vacation, holiday, sick leave beyond the statutory requirement, and other benefits, per the CUPE Local 50 Collective Agreement.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City's Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

POSITION FUNCTION

Coordinate, administer and oversee work components within the Transportation Operations Branch. 

KEY DUTIES

Coordinate, assign, review and participate in the work of 10 staff involved in transportation operations engineering; ensure schedules, procedures and established performance and safety standards are met; ensure staff are meeting provincially legislated engineering requirements; responsible for full supervision including performance management.

Oversee operation of the computerized traffic signal control and traffic camera system including directing and evaluating performance of system consultants; administer, develop and implement signal system policy and technical requirements; liaise with the Privacy Office for FOI requests, evaluate traffic signal timing and traffic flow simulations using computer modelling software and decide on improvements to implement; evaluate and review city policy, land use changes and various data sets to determine design and operational requirements for streets and intersections; investigate congestion and traffic safety concerns; make recommendations on bylaw and policy changes, assess requirements and make decisions on traffic management setups for work on public roads, accept plans on behalf of the City, develop new standards and guidelines that expand on provincial documentation and adapt them for use in the complex City environment.

Manage annual project and program schedules and budgets, prepare financial analyses; develop and maintain asset management programs; develop and manage complex transportation operations and safety-related programs and infrastructure projects; prepare budgets and detailed estimates; monitor program and project cost and verify expenditures; research and apply for external funding sources such as grants; prepare review and recommend approval for proposals; oversee engineering filing and records for projects according to legislated requirements; liaise with developers, other departments and outside agencies as required

Liaise with and provide information to community associations and outside agencies on project rationale, requirements, progress and budgets; lead public open houses; represent the department in an advisory, liaison and resource capacity; respond to enquiries and escalated complaints from the public and other departments regarding on-street regulations and bylaws; liaise with and provide expert technical information and analysis to staff, consultants and outside agencies regarding traffic movement, on-street regulations, cycling and pedestrian flow; lead regular meetings and represent the department with Emergency Services to track and resolve operational issues and concerns; prepare and present reports and recommendations on traffic operations and safety-related issues to City Council, advisory committees and other departments for information or approval; Liaise with Legal for coordination and review of transportation related claims documentation.

Work with Supply Management Services on purchase requisitions; prepare requests for proposals and related documents in accordance with purchasing policy and procedures; assess and make recommendations in the selection and termination of external consultants, contractors and engineers; develop specifications for projects; liaise with and direct the work of consultants; prepare, review and recommend approval for tenders; ensure project schedules; negotiate and resolve disputes and represent the City in mediation - arbitration as required. 

Participate in the development and implementation of departmental standards, procedures, specifications and long-term strategies including capital planning and coordination activities

Work is generated by committee requirements and development activity or assigned by supervisor.

Work is reviewed through reports and meetings with supervisor.

Issues such as staffing levels and proposed changes in policy and bylaws are discussed with supervisor.

KEY SKILLS AND ABILITIES

Organize and prioritize work of a subsection.

Understand and apply principles and methods related to transportation engineering.

Understand and apply the techniques of project management. 

Working level operation of current City word processing, spreadsheet and related software.

Advanced level operation of City traffic system control and transportation engineering software.

Compose and present technical reports.

Facilitate public consultation meetings.

Read and interpret engineering codes, standards and drawings.

Maintain accurate records and prepare budgets.

Supervise a small staff.

Establish and maintain effective working relationships.

Represent the City to the public and outside agencies.

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Technical School Diploma in Transportation Technology. (2 years)

An equivalent combination of education, training and experience may be considered.

Registration or ability to register as an Applied Science Technologist (A.Sc.T.) with the Applied Science Technologist and Technicians of BC (ASTTBC).

Accredited courses in leadership and management studies. (1 year) 

Current and valid Class 5 B.C. Driver's Licence.

Experience:

6 years of related experience including supervisory experience or an equivalent combination of education and experience.

OTHER:
