The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Business Operations Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
Provide fiscal and business management/oversight for a large District. Prepare, analyze, project and manage District budget for personnel, services, facilities and operations. Develop procedures and internal controls to ensure fiscal accountability. Execute complex coding/queries using Tableau, SQL, etc. to analyze fiscal trends and cost effectiveness.
Analyze provider billing for post payment reviews as identified and/or requested by the field and address provider issues/complaints. Work provider service payment denials, which may include researching and putting in corrective action for denials. Provide training and technical support to the Support Coordination units and the contracted providers.
Provide management, oversight and approvals of the district purchasing approvals. Attend District Management meetings to provide advice on budget/financial matters; conduct regular district business operations unit meetings; and attend, participate or facilitate district and statewide committees and work groups. Meetings may be held in person or virtually. Provide technical support and direction on facilities related matters.
Work through resolution provider authorization and/or provider service payment denials, which may include researching and putting in corrective action for any issues identified and elevated to the BOPS level. Provide authorization, billing and technical support to the Support Coordination and provider community as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:
Principles and practices of business management and leadership.
Principles and techniques of application programming, mainframe and database programs.
Federal rules and regulations as it applies to federally funded programs (AHCCCS, service delivery, fraud, waste and abuse, auditing practices).
State government purchasing system and practices.
Skills In:
Proven leadership and management skills.
Strong critical and analytical thought processes and decision making.
Development of complex financial, statistical and data analysis.
Professional oral and written communications.
Problem solving, conflict resolution, mediation and negotiations.
Ability To:
Analyze and evaluate facilities/operations systems, deficiencies, strengths and situations, and apply corrective measures or best practices as appropriate.
Execute complex codes and queries utilizing MS Access, SQL and Report Builder to extract fiscal, statistical and service data.
Organize, prioritize and multi-task while managing a very heavy workload, with shifting priorities.

Selective Preference(s):

The ideal candidate for this position will have:
Candidate will possess proven strong business leadership and management background, with demonstrated proficiency in utilizing complex coding and queries for MS Access, SQL and Report Builder, exhibiting extensive experience in producing complex statistical and fiscal data analysis. Five years of supervisory experience preferred.

Pre-Employment Requirements:

If position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11)..
Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
On, or shortly after, your first day of work you will be provided with additional information about the available insurance plans, enrollment instructions, submission deadlines and effective dates.
