Job description


The Director, Finance & Treasury is responsible for leading the day-to-day operations of the Finance & Treasury department, including financial management, treasury oversight, liquidity forecasting, budgeting, financial reporting oversight, internal controls, audit coordination, and team leadership.


This role acts as the senior operational finance leader and serves as the primary designate for the VP, Finance & Internal Risk on day-to-day finance and treasury matters. The Director, Finance & Treasury provides direct leadership to the Accounting & Reporting Lead and ensures the Finance team delivers accurate, timely, and useful financial information to support decision-making, regulatory compliance, risk management, and organizational performance.


The successful candidate will be a strong technical finance leader with sound judgment, excellent communication skills, and the ability to guide people, processes, and priorities in a changing environment. This role requires a hands-on leader who can balance operational execution with forward-looking analysis, process improvement, and strong financial discipline.


KEY ACCOUNTABILITIES


Leadership & Team Development

  • Provides direct leadership, supervision, coaching, performance management, and development support to the Accounting & Reporting Lead.
  • Leads day-to-day operations of the Finance department, ensuring work is appropriately prioritized, coordinated, and completed accurately and on time.
  • Supports workforce planning, succession planning, recruitment, onboarding, and role clarity within the Finance team.
  • Builds team capability through coaching, mentoring, training, and development planning.
  • Fosters a culture of accountability, collaboration, continuous improvement, service excellence, and sound financial stewardship.
  • Serves as a senior leader within the Finance department, providing guidance and support on complex accounting, reporting, treasury, budgeting, and internal control matters.


Financial Management

  • Oversees the preparation of monthly, quarterly, and annual regulatory financial reporting packages.
  • Develops, enhances, centralizes, and owns internal management reporting across the organization, including monthly and as-needed reporting packages, variance analysis, reconciliations, and supporting schedules prepared by the Accounting & Reporting Lead.
  • Provides financial analysis, insight, and recommendations to support decision-making by the VP, Finance & Internal Risk and senior leadership.
  • Prepares Board, Board committee, management committee, and regulatory reporting packages, including financial analysis, commentary, and supporting materials, with the VP retaining final review, approval, and presentation responsibilities where applicable.
  • Monitors financial performance against budget, forecast, and organizational objectives.
  • Identifies financial risks, trends, variances, and opportunities requiring management attention.
  • Provides technical guidance on accounting treatment, reporting requirements, estimates, reconciliations, and financial analysis.
  • Supports compliance with IFRS, applicable legislation, regulatory requirements, management policies, and BVCU procedures.


Budgeting, Forecasting & Financial Planning

  • Leads and coordinates the annual budgeting and forecasting process in collaboration with the VP, Finance & Internal Risk.
  • Works with business leaders to gather budget inputs, assess assumptions, and develop financial projections.
  • Prepares financial forecasts, scenario analysis, variance analysis, and related commentary.
  • Supports the VP, Finance & Internal Risk in reviewing assumptions, evaluating financial impacts, and preparing recommendations for Executive Team and Board consideration.
  • Monitors actual financial results against budget and forecast, identifying trends, risks, and required action.
  • Develops reporting and analysis to support financial planning, cost management, and organizational performance.


Treasury Management

  • Provides leadership and oversight for treasury operations, liquidity management, investment activities, and funding requirements.
  • Oversees daily liquidity monitoring activities completed by the Accounting & Reporting Lead and reviews emerging liquidity risks, trends, and exceptions.
  • Oversees overnight investment activities and investment instruction processes to ensure completion in accordance with approved procedures, established limits, and liquidity requirements.
  • Leads cash flow forecasting, liquidity planning, funding analysis, and credit line management activities.
  • Prepares liquidity reporting, cash flow forecasts, investment summaries, and treasury analysis for review by the VP, Finance & Internal Risk.
  • Supports the development of ALCO materials, liquidity analysis, interest rate analysis, and funding recommendations.
  • Identifies and escalates emerging liquidity, funding, or treasury risks.
  • Supports the VP, Finance & Internal Risk in the development and execution of treasury, liquidity, and funding strategies.
  • Maintains treasury policies, controls, procedures, and reporting standards to support effective risk management.


Capital Management

  • Leads the preparation, monitoring, forecasting, and analysis of capital adequacy information, including capital projections, supporting schedules, and recommendations to support capital planning and decision-making.
  • Supports Internal Capital Adequacy Assessment Process (ICAAP) activities, including preparation of analysis, schedules, and inputs for review by the VP, Finance & Internal Risk.
  • Monitors capital trends, ratios, risks, and regulatory considerations.
  • Supports the VP, Finance & Internal Risk in capital planning, ICAAP preparation, stress testing inputs, and strategic capital analysis.
  • Escalates emerging capital risks or concerns to the VP, Finance & Internal Risk.
  • Supports the VP, Finance & Internal Risk, who retains strategic ownership of the capital framework, ICAAP methodology, regulatory strategy, Board recommendations, and overall accountability for capital adequacy.


Regulatory Reporting, Audit & Tax

  • Oversees the preparation, reconciliation, validation, and timely completion of regulatory reporting requirements.
  • Reviews regulatory reporting prepared or supported by the Accounting & Reporting Lead.
  • Acts as the primary management contact for external auditors, coordinating audit timelines, deliverables, requests, and issue resolution.
  • Reviews audit working papers, financial statement support, and significant audit deliverables prepared by the Accounting & Reporting Lead.
  • Escalates significant audit, accounting, tax, or control matters to the VP, Finance & Internal Risk.
  • Oversees tax compliance activities, including coordination of tax filings, remittances, reconciliations, and advisor support.
  • Reviews tax-related schedules and filings prepared by the Accounting & Reporting Lead.
  • Supports external advisors, auditors, and regulators as required.


Internal Controls, Policies & Process Improvements

  • Develops, maintains, and updates Finance policies, procedures, controls, and documentation standards.
  • Evaluates the Finance control environment and recommends improvements to strengthen accuracy, compliance, efficiency, and accountability.
  • Leads Finance process improvement initiatives, including workflow redesign, automation opportunities, reporting improvements, and systems enhancements.
  • Supports implementation of new financial systems, reporting tools, products, and processes.
  • Ensures Finance procedures remain aligned with regulatory requirements, organizational needs, internal controls, and sound business practices.
  • Reviews recommendations from the Accounting & Reporting Lead related to process improvements, control enhancements, reconciliations, workflows, and documentation.
  • Promotes consistency, scalability, and strong documentation across Finance activities.

QUALIFICATIONS


Education

  • Professional accounting designation required: CPA, CA, CMA, or CGA.


Experience

  • 5 to 8 years of progressive accounting, finance, or financial management experience.
  • 3 to 5 years of leadership experience.
  • Experience preparing, reviewing, or overseeing financial reporting, budgeting, forecasting, reconciliations, and financial analysis.
  • Strong Microsoft Excel skills and ability to prepare, analyze, and interpret financial information.
  • Experience supporting regulatory reporting, audits, internal controls, tax compliance, financial governance, systems enhancements, and process improvement initiatives.
  • Treasury, liquidity, investment, or capital management experience, preferably within a financial institution, would be an asset.


Other Requirements

  • Must be bondable; satisfactory criminal and credit checks required.
  • Legal authorization to work in Canada on a full-time basis.


WORKING CONDITIONS

  • This is a full-time, on-site position based on a standard 37.5-hour work week.
  • Working hours are generally Monday to Friday, 8:30 a.m. to 5:00 p.m.; occasional overtime may be required to meet reporting deadlines.
  • Office setting with extended computer use, sitting, reaching, standing, minimal lifting, and walking.
  • Requires significant attention to detail and mental focus, particularly during month-end, quarter-end, year-end, budget, audit, treasury processing, and regulatory reporting cycles.
