Experimentation & Operational Analysis Technical Specialist

Location: ONR Global, Arlington, VA

Clearance: Top Secret

We are actively seeking a Top Secret–cleared Experimentation & Operational Analysis Technical Specialist with expertise in experimentation planning, modeling and simulation, and operations research to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will design and execute data collection and analysis plans, conduct cost-benefit evaluations, and deliver technical assessments to guide Navy science and technology investment decisions.

Note: This position is contingent upon contract award. We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.

Work Description:

The Technical Specialist provides experimentation planning, operational analysis, and technical evaluation services to ONR Global's Experimentation & Analysis (E&A) Department. The role supports leadership decision-making regarding Navy S&T investments. All work performed under this role is documented through required Weekly Status Reports, Monthly Status Reports, and Monthly Financial Status Reports.

Responsibilities: The Experimentation & Operational Analysis Technical Specialist will support tasks such as:

  • Develop and execute Data Collection and Analysis Plans (DCAPs) for all Technology Operational Experimentation Events (TOEEs) and associated Key Performance Parameters (KPPs).
  • Design and apply mathematical and analytical models to assess technology performance in operational scenarios within ±20% accuracy.
  • Conduct technical and cost‑benefit analyses of proposed E&A technologies to assess affordability and alignment with Government future‑year planning budgets.
  • Analyze E&A project portfolios to determine alignment with Naval Science & Technology focus areas and quantify the percentage of priorities aligned with strategic guidance.
  • Identify and assess future E&A technology needs that no longer align with Naval Research Enterprise (NRE) strategic direction and provide analytical recommendations.
  • Prepare and deliver weekly technical status reports, documenting progress, findings, and planned activities for E&A‑funded efforts.
  • Document technical work and associated resource usage in Monthly Status Reports and Monthly Financial Status Reports, as required.
  • Present and represent E&A technical data and project results at Program Officer Portfolio Reviews and Naval Research Enterprise (NRE) Technical Exchange Sessions.
  • Represent E&A priorities and analyses at planning sessions, ONR Global team meetings, and other forums requiring E&A technical input.

Minimum Requirements:

  • Master's degree in engineering, operations research, applied mathematics, or physical sciences plus 10 years of experience conducting technical analysis, experimentation, and operational assessment for DoD or Navy S&T programs. (Bachelor's degree with extensive experience considered.)
  • Expertise in experimentation planning, modeling and simulation, operations research, and wargaming.
  • Ability to deliver technical reports and analysis to senior stakeholders.

Desired:

  • Strong communications skills; familiarity with Naval Research & Development Establishment roles and functions.
  • Experience conducting portfolio‑level technical and cost analysis to support senior S&T investment decisions.
