Job description

Franklin Street is currently seeking a Assistant Chief Engineer to join our team in Tampa, FL.
The ideal candidate must possess 5-7 years of related work experience or previous position of Lead Operating Engineer or similar in property management field. High School diploma or GED equivalent is required.
Position Overview:
The Assistant Chief Engineer's primary responsibility is to oversee the efficient operation of all building systems and to inform the Chief Engineer and Property Manager of any condition affecting building services and facility or client safety and comfort.
  • General responsibilities, as a skilled tradesman and focusing on building operations, reactive and preventive maintenance, small project execution, energy management, client satisfaction, engineering staff supervision, training, subcontractor supervision, and budget control.
  • Assists the Chief Engineer or Property Manager in overseeing the maintenance and continuous operation of all building systems including but not limited to: fire/life safety, mechanical (HVAC, plumbing, controls) electrical (lighting, UPS, PDU, generators, primary switch gear), cabling (data and voice, broad band), lighting and temperature controls systems, critical environments, light construction (painting, doors, locks), digital systems (fire alarm, duress, card access, radionics, CCTV), and Audio/Visual services.
  • Performs and/or directs the performance of all service requests including communicating with the Facility Management Team as applicable to establish service request work priorities, ensuring that work performed in the facility is accomplished with a minimum of disruption and is followed by adequate clean-up, overseeing the accurate and timely completion of service request forms, reviewing monthly service request summaries to pinpoint and correct reoccurring operational issues.
  • Assists the Chief Engineer in the organization and management of all administrative functions related to the engineering department including budgeting and financial control, compliance with all applicable national and local codes and regulations, reporting on budgets, energy accounting, and productivity.
  • Construction coordination including contractor management and review, review of facility build-out plans and pre-occupancy inspections.
  • Assists/Produces in the formulation and implementation of the preventive maintenance program including scheduling of preventive maintenance with minimum disruption of building services
  • Ensures the availability of an adequate operating inventory of tools and supplies including developing sources for stock materials.
  • Produces, in collaboration with management, the annual operating budget and 5/10 year capital plans.
  • Responsible for creating purchasing specifications and competitive bid analysis and assists the Chief Engineer relative to monitoring the quality and pricing of maintenance work performed by outside contractors including insuring the timely performance of maintenance contract.
  • Understands the engineering design and operational aspects of each building system, and immediately recognizes and communicates to the Chief Engineer, system shortcomings when they occur including monitoring the allocation of building system capability to various base building and facility/client needs, devising technical enhancements which will improve some aspect of building operation, identifying equipment, which may require replacement or reconditioning resulting in the need for owner's capital.
  • Performs additional job duties as requested.

COMPLIANCE
  • Maintains all infrastructure and compliance documentation for the building including up-to-date building drawings and single-lines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal, State or Local law.
  • Compliant with all applicable national and local codes and regulations

SAFETY
  • Responsible for site safety, including the issuance, inventory and compliance control of Personal Protective Equipment (PPE), consistent with OSHA regulations and the company's safety policies.
  • Responsible for the safe and efficient operation of the facilities including all building systems.
  • Responsible for implementing emergency procedures for the engineering team.
  • Responsible for government regulatory compliance, EPA/OSHA compliance, safety program, CFC handling, and other similar programs.
  • Responsible for advance training and notification to all contractors so that they are informed and knowledgeable with respects to the building's critical functions and the work they are to perform, including an incident contact response list.

SUPERVISORY RESPONSIBILITIES:
  • Assists in the training and supervision aimed at expanding the capabilities of the engineering team. Specific duties include but are not limited to:
  • Demonstrating the proper use and care of tools and instruments.
  • Giving "hands on" instruction in basic maintenance and trouble-shooting procedures.
  • Developing work schedules.
  • Evaluating job performance on an ongoing basis
  • Conducting progress reviews in conjunction with the Chief Engineer.
  • Recommending enrollment in relevant inside or outside courses as is permissible within the guidelines of the operating budget.
  • Instilling an overall professionalism in manner and appearance relative to the engineering staff.
  • Screening engineering staff candidates in accordance with the Firm's diversity goals and directives.
  • Administrating and coordinating team training using a comprehensive training program in accordance with the Firm's technical training and advancement initiative.
  • Monitoring team productivity.

Requirements
Requirements:
  • 5-7 years of related work experience or previous position of Lead Operating Engineer or similar.
  • Prior supervisory experience a plus.
  • Professional business level communication skills including the ability to read, write, and comprehend the English language at a fluent and professional level.
  • Bi-lingual Spanish a plus.
  • Ability to organize and prioritize multiple tasks, effectively solve problems in stressful situations, and consistently make effective, high quality decisions.
  • Proven record of excellent internal and external customer service.
  • High School diploma or GED equivalent required.
  • Working proficiency in computer skills including MS Office Suite (Excel, Word, Outlook) and internet / application software is required along with a willingness and ability to learn new software programs. Proficiency with standard office equipment required.
  • Must maintain a valid driver's license.
  • Current certification as a Universal Technician for CFC's (or within 90 days of employment).
