Position Summary

The Agency for Persons with Disabilities (APD) is seeking a detail-oriented Human Resources professional to serve as a Classification Analyst within the Office of Human Resources. This position plays a critical role in supporting the Agency's workforce by coordinating organizational management, classification, compensation, and organizational structure activities.

The selected candidate will analyze organizational management actions, prepare classification and reclassification packages, maintain agency organizational structures within the People First Human Resource Information System (HRIS), develop organizational charts, and provide consultation regarding organizational management.

The Work You Will Do

  • Serve as the Classification and Compensation Lead Analyst.
  • Independently analyze, prepare, and process classication packages, including position establishments, transfers, reclassifications, and organizational restructuring.
  • Research, investigate, and analyze problems and concerns relative to classication, pay, and position control. 
  • Complete the desk audit process.
  • Provide consultation and technical assistance to the agency by responding to questions and providing interpretations of the state and agency rules and policy.
  • Make classification and compensation recommendations that prevent rule violations to leadership, managers, and supervisors.
  • Review and analyze position descriptions to determine appropriate classification and organizational placement in accordance with the State Personnel System Broadband Classification Plan.
  • Maintain accurate position records and organizational data within People First and other applicable systems.
  • Develop and maintain agency organizational charts reflecting current organizational structures.
  • Manage the fieldworker and financial disclosure process.
  • Generate standard and ad hoc reports.
  • Assist with agency-wide projects and perform other duties as assigned.

Minimum Qualifications

  • Four years of human resources/personnel experience in classification and compensation/organizational management.
  • Experience using the State of Florida People First Human Resource Information System - Org Management
  • Experience interpreting Florida Statutes, Department of Management Services (DMS) rules, and State Personnel System policies.
  • High School Diploma or its equivalent

Preferred Qualifications

  • Experience maintaining organizational charts and ensuring organizational structures, position assignments, and reporting relationships are consistent with information maintained in People First.

Knowledge, Skills, and Abilities

Knowledge of:

  • The State of Florida Broadband Classification System.
  • Organizational management and position control principles.
  • Organizational design and workforce planning methodologies.
  • Florida Statutes, DMS rules, OPB requirements, and Human Resources policies governing classification and compensation.
  • People First Human Resource Information System (HRIS).
  • The basic operation of Microsoft suite (Outlook, Word, Excel, PowerPoint, SharePoint, Teams),
  • Data gathering and reporting
  • State rules, policies, procedures, and practices related to personnel functions.

Ability to:

  • Analyze position descriptions and organizational structures.

  • Interpret and apply laws, rules, and policies.

Direct Deposit Program 

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
