Reporting to the Program Manager, the Proposal Technical Specialist provides capture and proposal support to the Business Development team in support of INDUS's pursuit of a federal support services contract. This role will leverage deep institutional knowledge and will provide strategic insight into operational challenges, performance risks, and customer priorities to strengthen INDUS's competitive positioning during the pre-solicitation phase.

This position contingent and is expected to be located in Honolulu, HI. The pay range for the position will be provided at the time the position is no longer contingent. This is a part-time, on call (PTOC) position expected to work irregular hours. 

What You'll Do
  • Deliver expert analysis and insights on current contract performance, including recurring issues, operational pain points, and areas of customer dissatisfaction.
  • Advise on pre-solicitation and capture strategies to help position INDUS favorably, including identifying potential evaluation priorities, technical requirements, and past performance considerations.
  • Review and provide feedback on capture materials, proposal strategies, and win themes to ensure alignment with government expectations and lessons learned from incumbent contract performance.
  • Participate in strategy sessions and debriefs to provide insight into contract administration challenges, compliance risks, and opportunities for performance differentiation.
  • Monitor and interpret public signals, industry trends, and customer communications relevant to upcoming recompete opportunities.
  • Maintain strict confidentiality and uphold all ethical standards in handling sensitive or protected government-related information.
  • Additional bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For

Required Qualifications:

  • Bachelor's degree from an accredited university required.
  • Five (5) years of technical experience related to base operations support services.
  • Strong understanding of federal contracting processes, performance metrics, and base operations support requirements.
  • Demonstrated ability to translate operational experience into actionable capture and proposal strategies.

  • Excellent communication and advisory skills with the ability to provide clear, concise insights to senior leadership and proposal teams.

  • High ethical standards and understanding of organizational conflict of interest (OCI) considerations.

  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • Travel Required ~25% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • The ability to obtain and maintain an active secret clearance is desired.
