Responsibilities

The candidate shall provide strategic, technical, and programmatic leadership for the Enterprise Geographic Information System (GIS) initiatives. The candidate will support the modernization, integration, governance, and expansion of enterprise geospatial capabilities across multiple business lines, including Aviation, Tunnels, Bridges, Ports, Rail Transit, and Corporate Operations.

Enterprise GIS Strategy & Program Leadership

Develop and implement enterprise GIS strategies, roadmaps, and modernization initiatives aligned with Port Authority business objectives.

Lead enterprise GIS governance initiatives, including development of standards, policies, and best practices for geospatial data management.

Define enterprise GIS functional and technical requirements for new initiatives.

Provide leadership in enterprise GIS architecture and solution design.

Develop centralized enterprise geospatial data models and implementation strategies.

Coordinate enterprise-wide GIS programs involving multiple business units and stakeholders.

Geospatial Data Management

Design and manage enterprise spatial database infrastructure.

Develop and maintain centralized GIS data repositories supporting agency-wide operations.

Implement master data management and spatial data governance practices.

Improve geospatial data quality, consistency, interoperability, and accessibility.

Develop strategies for CAD-to-GIS conversion and integration.

Support utility mapping, bridge inspection programs, and infrastructure inventory initiatives.

Design and implement Linear Referencing Systems (LRS) supporting transportation and infrastructure assets.

Lead deployment and administration of enterprise GIS platforms utilizing Esri technologies.

Develop cloud-based GIS architectures supporting secure, scalable enterprise services.

Implement Common Data Environments (CDE) for geospatial information management.

Develop secure enterprise geospatial services for cross-departmental and interagency collaboration.

Recommend improvements to enterprise GIS infrastructure, security, performance, and scalability.

Lead integration of GIS with Enterprise Asset Management (EAM) platforms including Infor and IBM Maximo.

Develop BIM-to-GIS and CAD-to-GIS integration strategies.

Support LiDAR, BIM, GIS, and asset management workflows.

Integrate GIS with enterprise systems including Bentley, PeopleSoft, Power BI, OMNY, OpenShift, and Red Hat Enterprise Service Bus.

GIS Analytics & Decision Support

Develop advanced geospatial analytics supporting capital planning and infrastructure investment.

Design enterprise business intelligence dashboards utilizing GIS and Power BI.

Support Building Intelligence initiatives through spatial analytics and visualization.

Implement Nearmap AI and other emerging geospatial technologies to improve operational decision making.

Develop 3D geospatial visualization products supporting planning, engineering, and asset management.

Develop enterprise GIS automation workflows utilizing FME Enterprise and related technologies.

Improve GIS data engineering practices to streamline workflows and improve operational efficiency.

Automate enterprise GIS and EAM data synchronization processes.

Asset Management & Infrastructure Applications

Develop and maintain utility network mapping and infrastructure asset inventories.

Support marine terminal, aviation, rail, roadway, and bridge asset management initiatives.

Support intelligent transportation initiatives including GIS-enabled hazard notification and operational awareness systems.

Technical Advisory Services

Provide expert technical guidance regarding enterprise GIS technologies and industry best practices.

Evaluate emerging geospatial technologies and recommend implementation strategies.

Prepare technical documentation, implementation plans, standards, and system architecture documentation.

Coordinate with engineering, information technology, operations, and consultant teams to deliver enterprise GIS initiatives.

Perform additional GIS-related duties as assigned by the Engineering Department.

Requirements

Required Skills:

  • Bachelor’s degree in geographic information systems (GIS), Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
  • Minimum of ten (10) years of progressively responsible experience leading enterprise GIS programs.
  • Demonstrated experience developing enterprise GIS strategies, governance frameworks, and implementation roadmaps.
  • Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
  • Experience designing and managing enterprise spatial databases and geospatial data governance programs.
  • Experience integrating GIS with Enterprise Asset Management systems, including Infor, Maximo, or comparable platforms.
  • Experience with BIM, CAD, LiDAR, and enterprise systems integration.
  • Strong knowledge of GIS cloud architecture and enterprise integration technologies.
  • Excellent written and verbal communication skills with demonstrated experience presenting technical information to executive leadership.
  • Proven ability to lead multidisciplinary technical teams and manage multiple concurrent initiatives.

Preferred Qualifications

  • Master’s degree in GIS, Engineering, Information Systems, or related field.
  • Esri Enterprise Administration, ArcGIS Professional, or equivalent GIS certifications.
  • Experience integrating GIS with Power BI, Bentley, PeopleSoft, and enterprise middleware platforms.
  • Experience supporting transportation, aviation, marine ports, bridges, rail, or public infrastructure agencies.
  • Experience implementing Common Data Environments (CDE).
  • Knowledge of Nearmap AI and advanced geospatial analytics platforms.
  • Experience supporting enterprise digital transformation and infrastructure modernization initiatives.
  • Familiarity with Port Authority infrastructure asset management practices and large-scale capital programs.
