Job description

Job Description Tharros is seeking a OED Technical Lead to direct all contractor operations within the Operations Enablement Directorate (OED) at the DoD Cyber Crime Center (DC3). This position carries full responsibility for management, direction, quality control, and leadership of the OED contractor team, reporting to OED leadership. The Technical Lead will manage a team of intelligence analysts producing formal IC products, supporting cyber investigations and operations, and enabling DoD actions against cyber threats. Responsibilities: * Manage, direct, and lead all contractor personnel in the Operations Enablement Directorate across Tasks 16-25 * Assign tasks, supervise technical efforts, and manage team performance for all-source cyber analysis, CADO-IS operations, ADO operations, and ENSITE support
* Ensure the quality and accuracy of all analytical products, including IIRs, serialized intelligence products, and operational cyber threat products
* Support development of collection requirements and intelligence methodologies for cyber investigations and operations
* Oversee knowledge management activities, including SOP development and maintenance
* Coordinate external engagement with intelligence community partners, working groups, and liaison activities
* Develop production metrics, analyze findings, and provide recommendations to OED leadership
* Manage on-demand surge support for all-source analysis, threat intelligence, language support, media processing, and cyber incident response (4-hour response requirement)
* Conduct quarterly cyber-CI capability assessments and mission engagement materials
* Support financial and business process management for OED tasks, excluding inherently governmental functions
* Travel CONUS and OCONUS as required for mission support and partner engagement Requirements * Active Top Secret/SCI clearance eligibility * 7 years of experience within the last ten years leading technical efforts or supervising teams supporting intelligence analysis requirements * Seven years of experience within the last ten years supporting the intelligence community or related government, industrial, and academic communities in intelligence collection and policy, intelligence systems and capabilities * 7 years of experience within the last ten years using principles, concepts, and methodologies of intelligence analysis, including the use of HUMINT and SIGINT methods * 5 years of experience within the last ten years developing requirements and methodologies to collect, analyze, manage, and present intelligence in support of cyber investigations and operations * 5 years of experience within the last ten years writing analytical reports (e.g., IIRs), serialized intelligence products, and operational cyber threat products * 5years of experience within the last ten years in project management (e.g., responsible for handling project scope, cost, resources, risk, and schedule) Preferred Qualifications * Prior DC3 OED, DIA, or NSA-affiliated analytical production experience
* Direct experience with CADO-IS, ADO, or ENSITE platforms
* Navy Cryptologic, Army 35-series, or Air Force 1N career background with transition to contractor IC analyst and leadership roles
* Familiarity with DoD CI/HUMINT and foreign intelligence threat assessment
