Job description

The T-7A MTS EVM Project Controls Manager serves as the program's lead for all project controls functions, responsible for the governance, execution, and compliance of cost, schedule, and Earned Value Management System (EVMS) activities across the program. This role ensures full alignment with ANSI/EIA-748 guidelines and integrates cost, schedule, and technical performance to enable accurate forecasting, informed decision-making, and successful program execution. This individual provides leadership across project controls disciplines, establishes and enforces standard processes, and ensures the integrity of the program baseline. The EVM Project Controls Manager partners closely with Program Management, Finance, Scheduling, and Operations leadership to drive performance visibility, manage risk, and maintain audit readiness. Responsibilities * Manage a team of Project Control Analysts in executing a broad scope of business management activities to support T-7A program execution and compliance. * Owns and ensures compliance with ANSI/EIA-748 EVMS guidelines, including baseline integrity, change control, and audit readiness. * Ensure integration of cost, schedule, and technical performance, aligning the Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), and Control Account structure. * Support and lead customer and compliance activities, including Integrated Baseline Reviews (IBRs), DCMA/DCAA surveillance, and EVMS audits. * Serve as the primary program EVMS interface with the customer, DCMA, and other U.S. Government stakeholders. * Serves as the program's Project Controls lead, responsible for governance, execution, and compliance of all cost, schedule, and EVMS activities across the T-7A MTS program. * Partner with Program Management, Contracts, and Finance teams to assess revenue and funding impacts associated with earned value performance, baseline changes, EAC updates, schedule movement, and contract modifications. * Support program reviews and senior leadership briefings, providing clear, data-driven insights into cost, schedule, and performance risks. * Assist Control Account Managers (CAMs) with EVMS activities including Work Breakdown Structure (WBS) development and alignment, time-phasing of tasks, developing and documenting earned value methods, EAC analysis and variance analysis research and reporting. * Responsible for ensuring contract deliverables are completed and submitted on a timely manner (CFSR, CSDR, CPR/IPMR, IPMDAR, CWBS). * Works with corporate Shared Services organizations and Operations to provide support for new project transitions/phase-ins as needed. * Regularly interfaces with and provide support/mentoring to the operating company Project Management and Project Controls POCs as needed. * The ability to communicate with the Project Management and Project Control communities via Project Control forums, intranet postings and potentially PM Excellence training sessions. Qualifications * Bachelor's degree in accounting, finance, business, or related field.
* Minimum 10+ years of experience supporting EVMS-compliant programs (ANSI/EIA-748), including cost, schedule integration, and reporting. * Demonstrated experience in cost, schedule, and EVMS integration, including WBS/OBS alignment and Control Account management.
* Demonstrated experience with formal government reviews such as PMR, SRR, PDR, or CDR, including preparation of program status, risk, cost or schedule performance.
* Demonstrated experience working in a dynamic or rapidly changing program environment including managing schedule, cost, or technical changes while maintaining customer engagement and program execution.
* Ability to translate cost, schedule, funding, revenue, and contract performance data into clear executive-level insights for Program Management, Finance, Contracts, and customer stakeholders. * Experience supporting or leading IBRs, EVMS audits, and surveillance reviews preferred. * Strong understanding of FAR, DFARS, contract types, and government compliance requirements.
* Strong leadership and personnel management experience, with the ability to mentor and mentor and develop project controls staff.
* Experience preparing and analyzing IPMDAR submissions, including performance datasets and variance narratives. * Familiarity with CADE (Cost Assessment Data Enterprise) flexfile reporting. * Ability to present to Senior Leadership. * Experience with Deltek Costpoint Project Module.
* Cognos experience preferred. * MS Excel Proficiency (High Intermediate to Advanced level Spectrum preferred)
* Strong skills in MS Word, PowerPoint.
* Hands-on experience with Deltek Cobra for EVMS cost processing, reporting, and analysis. * Advanced proficiency in Microsoft Project or equivalent scheduling tools. * Experience performing Schedule Risk Analysis (SRA) and interpreting probabilistic schedule outputs.
* Strong understanding of Integrated Master Schedule (IMS) best practices, including critical path analysis and schedule health. * Experience using and configuring MS SharePoint team sites.
* Must be a US citizen. * Must possess or be able to possess a Secret government security clearance.
