Job description

For over 125 years, Catholic Charities Brooklyn and Queens has been providing quality social services to the neighborhoods of Brooklyn and Queens and currently offers 160-plus programs and services for children, youth, adults, seniors, and those struggling with mental illness.
Our residential housing programs serve clients with a variety of needs, including those who are formerly homeless and those struggling with mental illness.
POP Management is an in house property management company of Catholic Charities Brooklyn & Queens. POP Management is the largest provider of affordable housing in Brooklyn & Queens. POP Management provides affordable housing to low-income seniors and to those with documented history of homelessness, substance abuse, and chronic mental illness. POP Management oversees and manages 25 senior buildings with 2,400 units and 4 supportive residences with 300 units for formerly homeless adults/veterans consisting of 300 units. The objective of POP Management is to provide high quality housing that responds to the needs of low-income seniors and supportive populations.
STATEMENT OF THE JOB
The Facilities Director is responsible for overseeing the physical operations of the portfolio and leading energy management initiatives and with a strong emphasis on energy efficiency, sustainability, and operational cost reduction. This role will manage critical facilities operations and maintenance programs by directing existing property management facilities' staff and on-site maintenance team inclusive of site supers, porters and handypersons ("Facilities Team"). The Facilities Director will also develop and implement an energy management plan and energy tracking systems, identify savings opportunities, propose energy-saving projects, and ensure compliance with NYSERDA's On-Site Energy Manager (OsEM) Program requirements.
The Facilities Director will directly report to the Senior Vice President of POP Management but will have an integral role in coordinating with Asset Management and Development teams on several initiatives.
  • Develop best practices and implement preventive maintenance schedules for mechanical, electrical, plumbing (MEP), and building systems.
  • Ensure all buildings remain compliant with local, state, and federal regulations, including DOB, FDNY, DEP, and HUD requirements.
  • Oversee process for inspections and permit renewals for HVAC systems, boilers, fire protection systems, elevators, and emergency generators.
  • Establish and enforce safety protocols, ensuring adherence to OSHA standards and building codes.
  • Supervise Facilities Team on day-to-day building operations, ensuring all facilities are well-maintained and functional.
  • Oversee management of third-party contractors, vendors, and service providers, ensuring quality service delivery and cost control.
  • Direct and advise Facilities Team on building repairs, renovations, and capital projects, including budget management and project oversight.
  • Develop and implement emergency response plans, ensuring preparedness for fires, floods, power outages, and HVAC failures.
  • Act as the primary point of contact for emergency maintenance issues, responding to urgent facility-related concerns.
  • Coordinate insurance claims related to facility damage, working closely with risk management teams.
  • Ensure backup power systems and emergency lighting are regularly tested and operational.
  • Ensure staff is properly trained in emergency response procedures, preventive maintenance, and safety regulations.
  • Develop and implement an Energy Management Plan, aligning with NYSERDA's Scope of Work requirements.
  • Establish and maintain an energy tracking and reporting system, ensuring compliance with NYSERDA and regulatory requirements.
  • Monitor and analyze energy consumption across all buildings to identify inefficiencies and opportunities for savings
  • Ensure compliance with local, state, and federal energy and environmental regulations, including NYC DOB, HPD, DEP, HCR, and HUD.
  • Conduct walkthrough audits to identify and prioritize energy-saving initiatives.
  • Develop a Measurement & Verification (M&V) strategy to evaluate the effectiveness of energy efficiency projects.
  • Identify operational savings opportunities and develop preventative maintenance plans.
  • Develop and implement training programs for maintenance and property management staff on energy efficiency and operational best practices.
  • Lead workshops on sustainability initiatives, promoting a culture of energy conservation across all properties.
  • Facilitate regular check-ins with NYSERDA representatives and submit required quarterly and final reports.
  • Fully Implement and maintain Energy tracking system as required.
  • Achieve the energy reduction goals as required.
  • Submit Quarterly and final reports to NYSERDA on time.
  • Completion of walkthrough audits and identification of cost-saving opportunities.

QUALIFICATIONS:
  • Bachelor's degree in Construction Management, Facilities Management, Energy Management, Engineering, or a related field.
  • Certifications (at least one of the following required): Certified Energy Manager (CEM), Certified Energy Auditor (CEA), or Professional Engineer (PE)
  • Minimum of 5 years of experience in facilities management, energy management, or real estate sustainability.
  • Strong knowledge of building systems, including HVAC, electrical, and plumbing infrastructure.
  • Experience in energy tracking software and reporting tools for compliance and savings verification.
  • Strong leadership skills, with experience managing maintenance teams and coordinating with multiple stakeholders.
  • Excellent written and verbal communication skills, including reporting and staff training.
  • Ability to respond to emergency situations and travel to different buildings as needed.
  • Bilingual preferred (Spanish, Korean, Chinese, Russian).
  • Ability to work a flexible schedule providing evening, weekend, and holiday coverage as needed.
  • Ability to respond to 24-hour emergency phone.
  • Able to travel throughout the five boroughs as needed.
