Summary

The Advanced Grid Innovation Lab for Energy (AGILe) is a research and testing facility that supports collaborative innovation between the Authority and external stakeholders to advance the New York State electricity grid and the broader energy industry. The Technology Business Manager plays a central role in managing AGILe's project portfolio, strengthening strategic relationships, and promoting AGILe's capabilities across New York State and beyond.

Working with limited supervision and following established project management and enterprise procedures, the Technology Business Manager ensures that all AGILe projects, systems, equipment, and deliverables meet design, procurement, implementation, licensing, operational, and maintenance requirements. The role involves planning, leading, and coordinating technical, research, and businessoriented project work; guiding project teams; and ensuring adherence to engineering methods, best practices, and Authority standards. A key responsibility is overseeing AGILe's portfolio, including resource capacity planning and tracking to align staffing, facilities, and funding with current and upcoming initiatives.

The position represents AGILe at NYPA, state, and national events to build awareness of AGILe's services and project outcomes. The Technology Business Manager develops and maintains strategic relationships and identifies collaboration opportunities with NYPA departments, New York State grid stakeholders (such as NYISO and utilities), federal agencies, universities, national laboratories, and privatesector partners. Daily activities include engaging with New York State utilities, NYISO, NYSERDA, DPS, the Governor's Office, and other organizations; coordinating with AGILe managers on resource planning; and preparing highlevel presentations on AGILe's capabilities and portfolio.

The Technology Business Manager develops and implements metrics and reporting frameworks to support analytics and strategic decisionmaking. Responsibilities include generating and monitoring project schedules; conducting cost studies and costbenefit analyses; ensuring costeffective project execution within budget and regulatory requirements; and supporting the AGILe Senior Director in securing funding, navigating enterprise processes, and developing new lines of business. The role also oversees review of designs and bid evaluations; coordinates technical reviews with NYPA staff, vendors, and consultants; leads project meetings; documents and distributes meeting minutes; and maintains organized project files and documentation.

The ideal candidate has an engineering degree and significant experience in project or portfolio management, operations, and stakeholder engagement, preferably in the power, energy, or hightechnology sectors. They possess strong knowledge of modern project management methodologies, contract administration, and industry trends. Required skills include proficiency in MS Excel, Word, Project, Outlook, and working knowledge of Adobe Acrobat and SAP. The candidate demonstrates strong leadership, analytical, communication, and organizational abilities and can work effectively with contractors, internal partners, regulators, research institutions, and diverse audiences inside and outside the Authority.

Responsibilities
  • Support leadership goals, and help implement a roadmap to meet functional system and data management goals and objectives.
  • Analyze business problems and propose innovative technology solutions through core business and functional analysis and understanding of systems designs and processes.
  • Translate business needs into system features, user stories and testable acceptance criteria.
  • Lead design and configuration of solutions in the IT systems used by functional organization.
  • Lead requirements/feature prioritization and design workshops and build or review functional/technical specifications.
  • Develop relationships with key stakeholders to understand how they use the systems to produce value for NYPA and Canals, drive UX improvements using the principles of user-centric design.
  • Strategize and lead optimization projects to improve the governance, efficiency, and value that technology can provide to the organization.
  • Create methods for maintenance and issue resolution of functional systems.
  • Work closely with IT to provide functional perspective as it pertains to the structure and function of the systems.
  • Oversee maintenance of Data Governance framework that meets data objectives for the organization.
  • Maintain a working knowledge of the technical requirements and limitations of the systems to effectively engage IT resources for enhancement or developmental requests.
  • Lead system technology design, implementation, roll out, development of communications to companywide users.
  • Proactively manage communications and training on changes to systems and processes. Support business user adoption of business intelligence and self-service reporting objectives.
  • Support the development of training plans and implementation of the systems use.

  • Proven experience in designing and implementing information technology Systems, interfaces, and procedures.
  • Demonstrate strong knowledge of IT and Data Architecture concepts, methods, and strategies.
  • Strong understanding of use of data (e.g. for analytics, business intelligence) as well as data management (e.g. data warehousing, BI delivery) and data governance (standards, quality, metadata), industry trends, and best practices.
  • Understand software license agreements, implementation contracts and maintenance and service agreements (MSA's) and Service Level Agreements (SLA's).
  • Strong knowledge of data modeling, data dictionary, data analytics and data profiling.
  • Strong analytical skills with the ability to identify, quantify and effectively raise business risks.
  • Excellent verbal and written communication and presentation skills.
  • Proven experience implementing policies and procedures.
Education, Experience and Certifications
  • Bachelor's degree. Business Management, Information Management, Statistics, Engineering, or similar
  • Minimum 6 years of experience in complex system design and implementation work efforts preferred.
  • Experience in a data organization, clearly exposed and performing tasks within different data governance aspects (quality, standards, reference data, data management) preferred.
  • Experience including building queries, and common/standard use of data analysis tools.
  • Experience in the Utilities industry - Preferred.
Physical Requirements
  • Limited travel (up to 10%) required primarily to our generating facilities.
  • Overnight travel to the various NYPA locations within New York State.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is $115,000 - $158,400. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
