Job description

Duties Description The incumbent will function as a financial analyst within the Rate Load and FOIL unit of the Bureau of Hospital and Clinic Rate Setting, of OHIP's Division of Finance and Rate Setting (DFRS). The incumbent for this position will perform all aspects of the eMedNY rate load process and ensure procedures are being followed by program staff from various agencies. The analyst will assist with processing Freedom of Information Law (FOIL) requests that are assigned to the bureau. This includes tracking all requests, keeping historical records and obtaining the necessary files to be sent to the Division's FOIL liaison on a timely basis. In addition, this position will be cross trained to assist with various tasks associated with testing, troubleshooting, collection, maintenance and audit of the annual hospital cost reports.The analyst will develop financial analyses on an as-needed basis. They will also need to perform various data extractions from the hospital cost report, Medicaid Data Warehouse (MDW) and Salient Interactive Miner (SIM). These extractions require a working knowledge of the Institutional Cost Report (ICR), Medicaid claims and data mining software. Strong Excel skills are necessary for exporting and analyzing data. The trainee will be required to attend training and work with staff in the unit to learn how to extract data from the MDW and SIM and cost report databases.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent-permanent, competitive, status, as a Senior Health Care Management Systems Analyst, SG-18 OR; a current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title eligible for transfer under Section 52.6, 70.1 or 70.4 of the NYS Civil Service Law to Senior Health Care Management Systems Analyst, SG-18, Health Care Management Systems Analyst, Trainee 1, NS, or Health Care Management Systems Analyst, Trainee 2, NS.
Non-Competitive Candidates via NY HELPS Program:
Senior Health Care Management Systems Analyst: A bachelor's or higher degree and two years of professional experience in conducting public policy research and analysis in finance.
Health Care Management Systems Analyst, Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.
Health Care Management Systems Analyst, Trainee 1: A bachelor's or higher degree.
*Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Critical thinking skills and analytical skills. Strong computer, organizational and communication skills and is detail oriented. Must be able to work independently and as part of a team.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
